SUBJECT Stillwater River/Buffalo Hills Golf Course Bank Stabilization Project
MEETING DATE: January 23, 2012
BACKGROUND: As a result of flooding damage in the spring of 2011, the City of Kalispell
became eligible for federal funding through FEMA to repair damage to Buffalo Hills Golf Course.
The funding anticipates a total project cost of $424,969.77. FEMA would cover 75% of the total
cost, with the remainder met through local and state matches. The City Council provided authority to
proceed at its November 21, 2011, meeting.
The city received five (5) bids for the project, which were opened on January 17. The bids ranged
from a low bid of $296,985.15 to a high bid of $434,484.00. The low bid was received from LHC,
Inc, and the city consultant on the project has recommended that the bid from LHC be accepted.
RECOMMENDATION: It is recommended that the city accept the low bid from LHC in the
amount of $296,985.15.
FISCAL EFFECTS: Based upon the project approval from the State of Montana Disaster and
Emergency Services, the city share of the project is anticipated to be approximately $76,870.00,
depending upon the actual final cost. A significant portion of the city share will be provided with in -
kind services.
ALTERNATIVES: As suggested by the city council.

RE: City of Kalispell Stillwater River Bank Stabilization Project
Dear Mr. Sorensen:
A review of the bids for the above referenced project has been completed. A total of five bids
were received and four of the five bids fully met the conditions outlined in the instructions for
submittal of bids. In consideration of the bids received, RLK Hydro, Inc. recommends the low
bid received from L.H.C., Incorporated in the amount of two hundred and ninety six thousand,
nine hundred eighty five dollars and fifteen cents ($296,985.15) be accepted as a valid bid for
providing construction services to the City of Kalispell.
The project involves stabilization of approximately 750 linear feet of bank along the Stillwater
River within the boundaries of the Buffalo Hill Golf Course. The stabilization is a combination
of rock rip rap and vegetation that is designed to arrest the accelerated erosion of the banks
within the subject river reach. In addition, rock re -enforcement of the concrete bridge wing
walls will be completed.
