12-11-87 Safety Comm MinutesSAFETY COMMITTEE MINUTES / DECEMBER 11, 1987 • The Committee met in the Conference Room at 4:00 PM. Present were Chairman Schindler, C. Saverud, Police Chief Clark, Assistant Chief Hossack, City Attorney Neier, Clerk Halver, Joel Bonda, P.D. Software Consultant and Radio Shack Manager Dick Conway. C. Schindler called the meeting to order with a review of the Police Car bids. C. Saverud moved that the low bid of Jim Dowen be accepted, seconded by C. Schindler. The Roy Stanley bid -as well as being higher -had no Bid Bond. The Radio Shack Bid was discussed. City Attorney Neier stated that he talked with Marcia Lichfield, an employee of the Post Office, who stated that the claim check for the bid was delivered to our P.O. Box at 1430 hours on December 4th and was available on that date. It was not received until December 8 and Neier has no explanation as to why it was not received earlier. Discussion followed r�!ggrding the bid,not being received prior to the December 7th City Council meeting in spite of postal records showing that the mail was delivered to our box in time. Neier stated that the Notice for bids would be changed to make instructions on delivery more specific. Councilman Saverud suggested that we assume the bid will be low and responsible -if we go with that and the five other bidders do not go with our legal position it would not be a defensible position and could be challenged. He asked Neier to state that he would and can defend opening the bid under these conditions. Neier so stated and apologized to Dick Conway for the confusion. Conway had to leave the meeting at this point. The bid was opened by Clerk Halver, which contained a Bid Bond in the amount of $1,759 with a Bid Summary Total of $17,588.92. Chief Clark stated that his department has only $10,007 in the budget for the computer. The apparent low bid is $11,707 from Mountain Computer. A comparison on all bids received was conducted. A balance remains in the budget for the police car and the difference can be made up from other budget items for the rest. Chief Clark explained computer use for his department and complimented Joel on all the time he spent on the program. C. Saverud moved that the bid of Mountain Computer in the amount of $11,707 be recommended for approval. Seconded by C. Schindler. Motion carried. C. Saverud suggested that Radio Shack be advised that theirs was not low bid. Chief Clark will make a summary of bids to be recorded in City Council minutes of the next meeting.
