OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — no one has received any
responses from them yet.
NEW BUSINESS: Hilton Homewood Suites — Hutton Ranch; new, three-story hotel —
Submittal is in for Architectural Review and Site Review, but not yet for their building permit.
There are minor changes from when this came through a few years ago in terms of the basic site
layout. Richmond explained that this is more of a "suite" concept. It has a landscaped courtyard
in the center. This same concept was built recently in Bozeman. The footprint of the building is
smaller than what we saw previously. The grading plan and information on the water main
profile, stormwater, etc. for Public Works are included. The previous overall plan that we had for
the entire Hutton Ranch is modified as to the geometrics of the parking has changed to reflect the
geometrics of the building. The previous entrance was on the west end, but now it is on the south
end of the building. Parking is close to what is part of the PUD. Most of the utilities from a
stormwater, water, and sewer standpoint were all stubbed into the site. Much of the storm drain
that served the entire east end of Hutton Ranch Plaza was installed. They are proposing to do
some water quality management on each one of the catch basins. Richmond will speak with
Wargo about this. The building is shifted more to the east from the previous footprint, which is
going to require the water line on the east side of the property to be relocated. There will be no
parking on the east side. Their focus is on suites, with only three meeting rooms, with the largest
one being about 500 sq. ft. There will be no restaurant other than a food pantry for their
continental breakfast. There is photometrics on the lighting plan. This was done by the Architect.
The foot candles work fine, but there did not provide any details in terms of fixture types and full
heights. There is a draft plan for the landscaping by Sitescape. They want to get their Foundation
and Site Plan approved so they can begin construction and enclose it for the winter. They plan to
have it open for business in the Spring. They are raising the ground floor elevation approximately
1'/2' from what the PUD called for. This will improve drainage and get rid of a conflict with
sanitary sewer. This has been used as a dumping ground, so a lot of debris needs to be removed.
MDT is planning to let the contact on September 22 regarding Reserve Loop. On the NE corner,
they will need to go into the adjacent property and cutout some asphalt and adjust some grades.
Morrison-Maierle will need to get Sorensen some parking numbers. Property lines need to be
shown on a Supplemental Site Plan, as there are some buffering requirements off of that. They
will be adjusting the easement for the water line.
724 — 2nd Street East — convert hair salon (f/k/a Hairitage) to office/insurance building. Minor
entryway changes. This is a Change of Use. The plans show nothing in the southern lot. They
have eight existing parking spaces. No site improvements planned. This is a 1,256 sq. ft.
building. This is approved through Site Review.
Salvation Army — 1500 Hwy 93 S (old Rosauer's building); 5,300 sq. ft. addition for storage
area — off the back on Airport Road. Highway 93 is on the east side. There is some confusion as
to their designated lines on the plans, as there is a 60' ROW. Sorensen will discussion this with
them. There would need to be a minimum 20'minimum travel surface between the addition and
the on -site curbing for two-way travel to comply with zoning and fire requirements. Their present
landscape buffering should be maintained. There will be impact fees required.
PLANNING OFFICE ITEMS: Nothing for the September meeting. They plan to do a joint
meeting with Council on some annexation issues. They will be discussing Trumble Creek
Crossing, north of Trumble Creek Phase I. This is a 160 acre subdivision on East Reserve that
goes all the way up to Rose Crossing. This is a 2007 project that is back. They would be served
by Evergreen Sewer, but this is out of their district. We would need to approve their hook up to
Evergreen as they will not be coming into the City. We will get a Waiver of Annexation and
Protest to keep control.
Majestic Valley Arena — 40 acres at the corner of Church Drive and Hwy 93 — the owners want
a Development Plan to help sell their property. There is water and sewer stubbed in under Church
Drive, that was brought in by Howard Mann with Silverbrook. This was discussed previously at
Site Review a few months ago. This would come in as an Annexation District and be built to City
standards. The City would be involved in the planning process.
Hagestad's Paint Contracting — West Center — CUP for an expansion.
The Armory north of Kalispell needs to access utilities so we will be discussing their possible
annexation, but we have not received their application yet.
