OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — No updates for this week.

PLANNING OFFICE ITEMS:
Montana Academy — A proposed Group Home on the west side may be coming in.
OTHER REPORTS: Faith Free Lutheran Church parking lot — This came in and was
approved as a Conditional Use Permit in June, 2010. They are not looking at doing anything with the
structure at this time. They are planning to resurface some of the old parking area and add additional
parking. They will need to obtain a Stormwater Permit from Public Works. Although Planning and
Zoning do not have a permit for a parking lot, they do have standards that will need to be followed.
Wargo has discussed the stormwater with them previously. The building location had a 60 foot
easement running along the west property line. We had discussed with them previously about taking
that down to 45 feet. There is a 15 foot setback off that easement line for both the building and for
the parking. Right now it is set up for a 10 foot setback there. It could affect a couple parking spots
and potentially the building location. It will be a bigger issue if that easement has not been shrunk
down to 45 feet. Along the street, their plan shows a five foot side setback, but that's a side corner
so it should be a 15 foot setback for the building. Along the east property line, there is a five foot
setback off of that. We also need an updated Easement Agreement that allows the church parking lot
to access the 45 foot easement on the west side. Currently it just wraps around the building and
comes back down to Liberty Street. Sorensen noted that 5% of the parking lot, excluding the 15
foot buffer, will need to be landscaped. They are not planning on doing any lighting at this time.
When they decide to do the paving and install the stormwater drainage, they will need to let the
Planning Department know.
Reserve Drive South — Freyholtz noted that this project has been awarded to LHC and is going
forward. The West Idaho project was awarded to Riverside, and will most likely begin next spring.
