SUBJECT: Ordinance No. 1706 — an Ordinance Amending the City Ward
Boundaries — Second Reading
MEETING DATE: December 5, 2011 — Regular Council Meeting
BACKGROUND: Ordinance No. 1706 amends the existing ward boundaries of the City of
Kalispell. Pursuant to Section 7-5-4401 MCA, the four city wards, for election and other
purposes, must "have'regard to population so as to make them as nearly equal as possible."
Census 2010 population figures for the City of Kalispell have been published and show that the
population has changed and shifted in the city such that the existing boundaries of the wards no
longer contain populations that are nearly as equal as possible. The City Planning Department,
using the Census 2010 population figures and GIS software, analyzed the data and modified the
ward maps by adjusting the ward boundaries as little as possible to correct the population
differences between the wards.
The City Council approved Ordinance No. 1706 on first reading.
RECOMMENDATION: That City Council give consideration to Ordinance No. 1706 on
second reading and find that the adjustments to the ward map, as drafted by the City Planning
Department, adequately and appropriately divides the city into four wards with populations
nearly equal as possible.
FISCAL IAWACTS: There are no anticipated fiscal impacts to the City from these proposed
amendments.
Respectfully submitted,
Charles Harball, City Attorney Jane Howington, City MaAn ger

Methodology for adjustment of the City_ of Kalispell Ward boundaries
Between the time that the 2000 Census data was released 10 years ago, and the 2010
Census, the population of the City of Kalispell increased by over 5,700 people. Since
the added population is not evenly distributed between the four wards, it is necessary
to re -delineate the ward boundaries to more evenly distribute the population of the
City between the four wards. The City's 2010 Census population was 19,927. A couple
of small errors were found in the Census data and local planning staff determined that
the 2010 Census population should actually be 20,002, which would make the ideal
population of each ward 5,001.
A Geographic Information System (GIS) digital shapefile of Flathead County 2010
Census blocks with the associated population and housing data was obtained from the
United States Census Bureau ftp site. Using the P0010001 ( 100 % population) data
field, multiple configurations were used to calculate "what if" this boundary was
moved to another location. Every attempt was made to follow logical geographic
features and to avoid drastic changes in the boundaries. The resulting draft Ward reap
distributes the population between the four Wards with a 5% or less deviation from the
ideal population of 5,001.
