MEETING DATE: August 15, 2005
BACKGROUND: City Council agreed at the August 1, 2005 work session to form an
advisory citizens group to make recommendations regarding the development and location of a
community recreation center. The citizens committee would loop at various designs, locations,
programming and funding opportunities, and mechanisms for the development of a diversified
community recreation center. The committee would review the viability of existing structures in
addition to new construction. The committee would be comprised of City residents representing
seniors, teens, downtown business owners and interested individuals.
RECOMMENDATION: Approve the resolution creating a citizens advisory committee to
make recommendations to the City Council regarding a community center.

A RESOLUTION TO FORM AN AD HOC CITIZEN'S ADVISORY COMMITTEE TO
STUDY THE DESIGN, DEVELOPMENT AND LOCATION OF A COMMUNITY
RECREATION CENTER WITHIN THE CITY AND TO MAKE RECOMMENDATIONS
TO THE CITY COUNCIL.
WHEREAS, based upon citizen comments to City Council, there is a demand for a community
recreation center in the City of Kalispell that will provide a venue for a range of
community activities; and
WHEREAS, the extent of the demand and range of activities, as well as the feasibility of the
center to meet these needs should be explored further by those citizens who are
seeking the services the center would provide; and
WHEREAS, it would be in the best interests of the City for the City Council to form an ad hoc
citizen's advisory committee to study the design, development and location of a
community recreation center within the city and to make recommendations to
City Council,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. An ad hoc citizen's advisory committee to study the design, development
and location of a community recreation center within the city shall be
formed and shall make recommendations to City Council. The committee
shall be made up of nine city residents representing seniors, teens,
downtown businesspersons and other interested city residents. Notice of
the formation of the committee shall be published and statements of
interest shall be invited to be submitted to the City Clerk. The Mayor,
with Council's consent, shall appoint the committee at the September 20,
2005 regular council meeting.
