a. To establish a program to help reduce potential abuses of sick leave by employees
and encourage attendance a Sick Leave Incentive Program will be established.
i
a. Each employee who currently is eligible to accrue sick leave would be eligible for
the program. (Temps and Seasonal employees are exempt)
b. Employees could earn a maximum of32 hours of "Paid Time Off' (PTO) in a
calendar year.
c. The program would be based on quarters of the year.
d. To qualify, an employee has to complete a full quarter without using any of their
sick leave.
e. The employee would be awarded 8 hrs maximum PTO for each quarter they do
not use sick leave.
f. Supervision reserves the right to send an employee home that is ill and unable to
adequately perform or, who in the opinion of the employee's supervisor, presents
an on-the-job risk of spreading illness to coworkers or others."
g. Scheduling of the PTO would be by mutual agreement between the employee and
supervision understanding the needs of the City takes priority.
h. No overtime to cover the PTO would be allowed.
i. Time accrued through the end of the last pay period in December, if not used, will
be paid out on the first paycheck in January at current hourly rate.
j. To reduce long term liabilities, there would be no allowance to carry over the time
from year to year.
k. An annual review of the program will be performed to evaluate the programs
effects.
1. Management would have the right to end the program at their sole discretion.
m. Tracking and usage of the sick leave would be the responsibility of each
department using a simple spreadsheet.
i. Management will utilize this spreadsheet to monitor any abuses of sick
leave.
ii. Each quarter the department will submit a list of those employees who
have qualified for 8 hrs PTO.
iii. Payroll will crosscheck when a department notes an employee is to be
awarded PTO time. Payroll will then track the time, similar to the other
current comp time program.
iv. PTO used in a pay period will be noted on the timesheet and an approved
format like a Time Tracker form.
a. Employees who are leaving City employment may qualify for a dollar -for -dollar
match by the City of the 25% sick leave payout per state law for providing
advanced notice.
i. The employee must have no less than 10 years of City Employment and;
ii. Have given a minimum of six (6) months written notice to their
Department Director.
1. Exception: Under extraordinary circumstances, beyond an
employee's control, the City Manager may grant a lesser notice
time.
iii. The match can only be in the form of a contribution to a VEBA account in
which the employee has elected to participate in at the time of their
leaving City employment.
