10-07-86 Personnel Committee Minutes. 4:00 P. M. OCTOBER 7, 1986 PERSONNEL & POLICY COMMITTEE MINUTES The committee met in the Conference Room on this date, attending were Mayor Kennedy, Committee members Grainger, Hafferman and Saverud and Roger Hopkins, DIL. Chairman Grainger opened the meeting with discussion of the immediate need for looking into other liability insurance with better options than those available for this year's coverage. He mentioned that in the general coverages available, law enforcement in the use of jail liabilities would be excluded, as would fire and police department's failure to respond, also pollution claims. This is the only coverage possiblity that we now have, we can take this or `ego bare!' He stated that he is considering resigning from the City Council as soon as we don't have liability coverage -Council members would not be covered. He does not want to risk a class action suit, and E&O does not provide full liability. Grainger stated that his firm could write coverage but only up to 10,000 population, so this precludes us. Class I cities have full time fire and police departments and most cdmpanies do not provide this type covenge. He will check further and advise of any other possibilities tomorrow. Mayor Kennedy stated that he spent considerable time this morning talking with Dick Brady about the anticipated move of the garbage men into the street department for the duration of the building season. It was felt that for the short period of time involved, this would not be practical. The Mayor stated that Mike Hall and Carmen Franklin of the Water Department have already been told of their anticipated terminations on October 20. The part-time patching crew employees will also be terminated on that date. Three garbage department employees will finish their employment also on the 20th. Swanson and Cunningham will be kept on in the street department until construction stops. Mayor Kennedy stated that this is the way it was budgeted and approved during the previous administration. He recommeds that insurance be paid for 3 months for all laid off employees, as was done last spring. Mike Hall, having been hired as Animal Warden, will not be involved and Carmen Franklin will probably fill in during Joyce LeDuals maternity leave and will be covered during that time. Only the three garbage men will need the 3 month coverage; the patching crew is not covered. All committee members approved the recommendation and Mayor Kennedy will advise other Council members of this. The meeting adjourned at 5:00 P. M. EK/ms 40
