Pursuant to Section 7-5-4401 MCA, the four city wards, for election and other purposes, must "have regard to population so as to make them as nearly equal as possible." Census 2010 population figures for the City of Kalispell have been published and show that the population has changed and shifted in the city such that the existing boundaries of the wards no longer contain populations that are nearly as equal as possible. The City Planning Department, using the Census 2010 population figures and GIS software, analyzed the data and modified the ward maps by adjusting the ward boundaries as little as possible to correct the population differences between the wards. It should be noted that the adjustment of the ward boundaries, as recommended, would cause the residence of one council person, Mr. Hafferman, to now be in another ward. In order to remain on the council, he would be required to run in the next city election from the ward in which his residence is now designated. RECOMMENDATION. That City Council give consideration to Ordinance No. 1706 on first reading and find that the adjustments to the ward map, as drafted by the City Planning Department, adequately and appropriately divides the city into four wards with populations nearly equal as possible. FISCAL IMPACTS: There are no anticipated fiscal impacts to the City from these proposed amendments. BE IT ORDAINED ORDINANCE!. 1446, CODIFIED AT SECTION. OF i! AMENDED AS FOLLOWS: SECTION I. The territory embraced within the limits of the City shall be and the same is hereby divided into four wards, bounded and described as hereinafter set forth and as shown on the map attached hereto and incorporated fully herein by this reference. A) Ward No. 1: shall consist of all that territory within the corporate limits of the City of Kalispell, lying westerly of Highway 93 North and westerly of North Meridian Road, and northerly of the Burlington Northern Sante Fe Railroad line. B) Ward No. 2: Ward No. 2 shall consist of all that territory within the corporate limits of the City of Kalispell lying easterly of Highway 93 North, and easterly of North Meridian Road, and northerly of the Burlington Northern Sante Fe Railroad line. TOGETHER WITH land lying southerly of said railroad line described as beginning at the intersection of the railroad line and 4th Avenue East North; thence southerly along 4`h Avenue East North and 4th Avenue East to 2°d Street East; thence westerly along 2nd Street East and 2nd Street West to 5"' Avenue West; thence northerly along 51h Avenue West to said railroad line; thence easterly along the railroad line to the intersection of 41h Avenue East North and the point of beginning. C) Ward No. 3: Ward No. 3 shall consist of all that territory within the corporate limits of the City of Kalispell lying southerly of the Burlington Northern Same Fe Railroad line, and northerly of a line described as being the easterly extension of 10`h Street East and running westerly along 10`h Street East and 10`h Street West to 51h Avenue West; thence southerly along 51h Avenue West to 11 `h Street West; thence westerly along 11 `h Street West and the westerly extension of 11`h Street West to Alternate Highway 93. TOGETHER WITH land lying westerly of Alternate Highway 93 and northerly of a westerly extension of Sunnyside Drive, and southerly of the old Burlington Northern Sante Fe Railroad line. EXCEPTING THEREFROM land southerly of the Burlington Northern Sante Fe Railroad line described as a line beginning at the intersection of the railroad line and 4th Avenue East North; thence southerly along 4th Avenue East North and 4th Avenue East to 2nd Street East; thence westerly along 2nd Street East and 2nd Street West to 5`h Avenue West; thence northerly along 5rh Avenue West to said railroad line; thence easterly along the railroad line to the point of beginning. D) Ward No. 4: Ward No. 4 shall consist of all that territory within the corporate City limits of the City of Kalispell lying southerly of a line described as being the easterly extension of 10th Street East; thence running westerly along 10`h Street East and 10`' Street West to 51h Avenue West; thence southerly along 51h Avenue West to I I"' Street West; thence westerly along 11`h Street West and the westerly extension of 11th Street West to Alternate Highway 93. SECTION II. As there are additions made to the corporate limits of the City of Kalispell, the aforesaid boundary lines of the respective wards shall be extended in a Southerly, Northerly, Easterly or Westerly direction, as the case may be, along the center line of the nearest extended street running Southerly, Northerly, Easterly, or Westerly, as the case may be, to the City limits. SECTION III. This Ordinance shall be effective thirty (30) days from and after the date of its final passage and approval. Tammi Fisher Mayor ATTEST: Theresa White City Clerk Methodology for adjustment of the City of Kalispell Ward boundaries Between the time that the 2000 Census data was released 10 years ago, and the 2010 Census, the population of the City of Kalispell increased by over 5,700 people. Since the added population is not evenly distributed between the four wards, it is necessary to re -delineate the ward boundaries to more evenly distribute the population of the City between the four wards. The City's 2010 Census population was 19,927. A couple of small errors were found in the Census data and local planning staff determined that the 2010 Census population should actually be 20,002, which would make the ideal population of each ward 5,001. A Geographic Information System (GIS) digital shapefile of Flathead County 2010 Census blocks with the associated population and housing data was obtained from the United States Census Bureau ftp site. Using the P0010001 (100 % population) data field, multiple configurations were used to calculate "what if' this boundary was moved to another location. Every attempt was made to follow logical geographic features and to avoid drastic changes in the boundaries.
