SUBJECT: Approve 2011 Preliminary Budget and call for a Public Hearing
MEETING DATE: June 28, 2010
BACKGROUND: Annually, prior to fiscal year end, the council is requested to make a
motion to approve the FY2011 Preliminary Budget. The budget is adopted as presented and a
public hearing date is set. After hearing the public, the council will take into consideration public
comment, make any changes and adopt the Final Budget in August. The finance department will
provide updated numbers in August for changes to the budget due to carryover's and revised
estimates. The City will receive taxable values from the Department of Revenue by the 1 Oth of
August. The budget will be presented for final adoption by resolution at the second meeting in
August.
The budget public hearing will be set for July 19th. Any taxpayer may appear concerning the
budget. A Preliminary Budget book is available at the reference desk at the Library. A reference
copy is also available at City Hall for use on site. The Preliminary Budget is available on the
website under Hot Topics.
RECOMMENDATION: Motion to approve the 2011 Preliminary Budget and call for public
hearing for July 19th, 2010.

SUBJECT: Sidewalk Eligibility for CTEP Funding
Jane:
I would like to take this opportunity to respond to last night's comments by council, in
reference to the need for a pedestrian walk -way, along the east side of Highway 93 North. It
would be my recommendation to consider the potential of using Community Transportation
Enhancement Project funds to construct this project.
CTEP allocations are received on an "annual basis". The anticipated completion of the final
phase of Woodland Connector late summer of this year would enable the city to request new
project funding. The city would then be in a position to solicit public support, identifg
yin
and prioritizing construction of new sidewalks, walking paths/trails and or bike paths.
CTEP funds are in the form of grant dollars at a ratio of 13.42% local match to 86.58%
federal dollars. The city receives approximately $70,000 of allocations per year. Depending
on the length of pedestrian trail, I would expect this project to require at least two
consecutive years of CTEP appropriations, beginning in spring of 2011.
If this is an option, I would be available to discuss this further to address questions or
concerns.
