OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — No updates for this week.

OTHER REPORTS:
Sykes's — We received some architectural renderings of the old barber shop on the south of the
parking lot. They would like to maintain this as a commercial rental. They will keep the barber
shop area as is, and remodel the remainder. They want to upgrade the exterior facade, put in
some interior partitions, and complete some plumbing work. Their second project is the parking
garage off of Third Avenue West. Presently the plans show this as a single story, but they may
put in a second story for some apartments. They will pour the sidewalk along Second Street.
Johnson noted that the sidewalks will be green, along with other colors. Shaw is aware of this
and has no problem with the sidewalks having different colors. They are still planning on doing
the bulb out. Regarding the handicapped domes in the handicapped crosswalks, they wanted to
put in plastic but we asked them to put in cast iron. We have two demo cast iron handicapped
domes that we are going to give them, and they will need to buy the other two. The question of
whether they are still putting in angled parking was raised. Shaw and Crowley have sent the
Public Works' comments back to them, but Johnson was not aware of what they were. Johnson
mentioned that they have a proposed tree on the corner near the front door. They want to put it
in a box and move it in and out, depending upon the weather. Fincher will look into this.
Ashley Heights - The Turners came in with a new noise study regarding their sound wall. Their
findings indicate that they don't really need a sound wall. Based on the current information received,
we asked them to bring the noise down to a 60 decibel rating at the property line, and they showed
that that's right at the edge of the property line at maybe 62. They said that for one or two decibels,
it is not worth putting a hundred thousand dollar wall in. They also believe that traffic, including
truck traffic, is significantly reduced and therefore their sound wall should be waived. Conrad sent
this information to James Freyholtz at MDT. Jentz noted that the south half is open for the first year
and it doesn't go anywhere, but when the north half is built, the traffic will be increased. Johnson
asked if the Turners were compensated for the wall, and it was noted that they were. Jentz suggested
that based on the MDT Settlement Letter, if we were to go that route, we would assume that they
would be giving that money back to the state with interest. He noted that he would be willing to go
along with what they want if they were willing to give their compensation money back for a trust fund
to pay for building the wall in the future.
