SUBJECT: Energy Efficiency and Conservation Block Grant
MEETING DATE: September 20, 2010
BACKGROUND: The City of Kalispell was awarded $103,300 through the American Recovery
and Reinvestment Act's Energy Efficiency and Conservation Block Grant (EECCBG) program to
complete energy efficiency retrofits to the Public Safety Building and the Parks and Recreation
Department Building.
As a part of this project, the City sought Statements of Qualifications from interested consultants to
provide the necessary detailed engineering studies and reports, containing assessments,
recommendations and cost estimates related to design and production of construction documents and
specifications for the purchase and installation of new heat recovery ventilators (HRV), HVAC
equipment and controls.
Five qualified firms submitted proposals: JE Engineering, Ameresco, CTA, Morrison-Maierle, Inc.
and Jackola Engineering. The consultant selection committee reviewed, evaluated and scored the
submittals.
The committee unanimously selected Jackola Engineering as the firm recommended for hire. Original
comments and score sheets are documented and on file at the Parks Department.
RECOMMENDATION: Council approve the consultant selection committee's recommendation
to hire Jackola Engineering as the consultant for the EECCBG energy efficiency retrofit project.
FISCAL EFFECTS: Federal energy grant funding for FY 2011 budget of $103,300.
ALTERNATIVES: As suggested by the City Council.
