BACKGROUND: The City of Kalispell submitted a grant request in April 2010 to the Montana Department of Commerce for a comprehensive growth policy update. Project Abstract: The current Kalispell Growth Policy was drafted in 1999-2000 and ultimately adopted in February 2003. Since that time local conditions have changed dramatically. The planning staff has been diligent in updating the Growth Policy map which shows future growth patterns and densities. However, no comprehensive review of the policy document has occurred. This process will require that this community take a comprehensive look at its economic potentials and vision of the future. The Kalispell Growth Policy Update project will depend upon community input and will strive through innovative processes to increase the quantity and quality of community participation. The following deliverables will be produced by this project: * Update of resource inventory including economic profile, housing, and GIS development; • Preparation of a snapshot Resources Document; • Community Needs Assessment; * Community Vision; Plan Implementation Strategies, • Updated Growth Policy Document. The project budget totals $40,000; $37,500 to fund activities and $2,500 for the purchase of GIS software. The activities outlined in the grant proposal include: • Public Outreach: Web based including development and maintenance of webpage and other social media with online surveys and feedback looping messages; and more traditional media outreach including printing a city newsletter for residents, media creation, advertising, meeting supplies, printing and postage; • GIS Function: Preparing resource documents, mapping, GIS overlays, graphic data interpretation, draft and final document creation, and meeting preparation; • Economic Development Marketing Campaign: Utilizing the community vision and identity resulting from the comprehensive growth strategy process and its activities to delineate an economic development strategy and marketing of this newly identified brand. FISCAL IMPACT: The grant award will fund $20,000 for a $40,000 Kalispell Growth Policy update. of the $20,000 required match, $18,750 will be funded through the Community and Economic Development Department budget and $1,250 will be derived from a software publisher discount on GIS software to be purchased under the grant project. RECOMMENDATION: City Council should accept the $20,000 Montana Department of Commerce CDB G Planning Grant and amend the FYI I budget accordingly. Respectfully submitted, L k Jane Howington `°°- Tom Jentz City Manager Planning Director �t Ka arine Thompson Community Development Manager WHEREAS, on August 16, 2010, the City Council adopted Resolution 5444 adopting the annual appropriations of the City of Kalispell for fiscal year 2010-2011; and WHEREAS, on August 30, 2010, the City of Kalispell was informed that it was a recipient of a Montana Department of Commerce grant award for a Community Development Bloch Grant (CDBG) FY 2010 Planning Grant in the amount of up to $20,000 to partially fund a comprehensive Growth Policy update; and WHEREAS, said funds available to the City were not appropriated pursuant to Section 7-6- 4271, and an increase of appropriation authority is needed. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That the City Council hereby accepts the Montana Department of Commerce CDBC. grant award in the amount of up to $20,000. SECTION II. That the City Council hereby appropriates up to the sure. of $20,000 and directs the Finance Director to allocate said amount.
