1 _ Council Minutes — Regular Meeting — September 201, 2010
2. Ordinance 1682 — Building C ode s — 2nd Reading
Ordinance if 82 follows the State's adoption of the 2009 International Building,
Fire, Mechanical, Fuel Gas, and existing building codes along with the 2009
Uniform Plumbing Code. Ordinance 1682 passed unanimously on first reading
September 20_
3. Award Bid — Mobile Data Terminals — Fire Department
Two bids were received for ten mobile data terminals for the city's fire trucks and
ambulances. Staff is recommending the bid be awarded to CDW-G in the amount
of $46,560_00_
4_ Engineer of Record — Erosion Assessment and Recommendations
Seven firms submitted Statements of Qualifications to conduct an assessment of
the Buffalo Hill Golf Course and Stillwater River erosion issues_ Even though the
assessment would not begin until funding is secured, staff is recommending the
council enter into an agreement with RLK Hydro as the engineer of record_
5_ Police Officer Confirmation
Sebastian Dobis has completed his probationary period with the Kalispell Police
Department and council confirmation is requested_
6. Proclamation — Fire Prevention Week — October 3-9. 2010

1. Ordinance 1680 —Amending Ordinance 1166 -Administrative Code — 1st
Reading (TABLED SEPTEMBER 7)
This ordinance amends the administrative code to reflect certain changes to duties
of various city officers and departments_
2_ Ordinance 1683 —Amending Animal Regulations - 1st Reading (TABLED
SEPTEMBER 20)
This ordinance amends the municipal codes that regulate animals in the city,
particularly dangerous dogs.
3. Resolution 5460 — CDBG Planning Grant Acceptance and Budget Appropriation
The City of Kalispell has received a $20,000 grant to conduct a new growth
policy study.
4_ Resolution 5461 —Annexation —Trinidad Holdings' LLP
This is a request to annex approximately one acre located on the west side of 8th
Avenue West in order to connect to the city's sewer line and further develop the
property.
5 _ Ordinance 1684 — Initial Zoning — Trinidad Holdings, LLP — 1 st Reading
Trinidad Holdings is requesting a zoning designation of R-4, Two -Family
Residential, on the property listed above_ The property address is 1010 8th
Avenue West_
6. Resolution 5462 — Annexation — Young Legacy, LLC
This is a request to annex approximately two acres on two lots located on the
south side of Highway 2 West which has recently been connected to the city's
water and sewer lines_
7_ Ordinance 1685 — Initial Zoning — Young Legacy, LLC — 1 st Reading
The property listed above is currently the location of Flathead Beverage. Young
Legacy is requesting a zoning designation of I-1, Light Industrial_
8. Resolution 5463 — Annexation — AKB Investments, LLP
This is a request to annex approximately nine and a half acres located on the east
side of Highway 93 South which has recently been connected to the city's sewer
line.
9_ Ordinance 1686 — Initial Zoning — AKB Investments, LLP — 1 st Reading
The property listed above is currently the location of Triple W Equipment_ AKB
Investments is requesting a zoning designation of B-5, Industrial -Business.
10_ Conditional Use Permit — MT Department of Natural Resources and Conservation
This is a request for a conditional use permit to allow the Flathead Valley
Community College to use a former office and shop building at the DNRC's old
campus site for classrooms and administrative off c e s _
11 _ Conditional Use Permit —Freedom House (TABLED SEPTEMBER 7)
Freedom House of Kalispell, Inc_ has requested a conditional use permit to
operate a clean and sober house at 1128 Third Avenue West.

Section 2-20 Manner of Addressing Council
a_ Each person not a Council member shall address the Council, at the time
designated in the agenda or as directed by the Council, by stepping to the podium
or microphone, giving that person's name and address in an audible tone of voice
for the record, and unless further time is granted by the Council, shall limit the
address to the Council to three minutes.
b_ All remarks shall be addressed to the Council as a body and not to any member of
the Council or Staff_
C. No person, other than the Council and the person having the floor, shall be
permitted to enter into any discussion either directly or through a member of the
Council, without the permission of the Presiding Officer_
d_ No question shall be asked of individuals except through the Presiding Officer.
