REPORT TO: Kalispell Mayor and City Council FROM: Sean Conrad, Senior Planner Jane Howington, City Manager Planning Department 201 1" Avenue East Kalispell, MT 59901 Phone: (40 6) 758-7940 Fax: (406) 758r-7739 www.kal*isPell.com/planning SUBJECT Starling Phase 1 Subdivision. — Request for one-year preliminary plat extension MEETING DATE: June 21, 2010 BACKGROUND: This is a request by Donald Meyers of the Aspen Group for a one-year extension of the preliminary plat of the subdivision. Starling phase 1 includes a mix of single-family residential, townhouse, multi- family and commercial lots. Specifically, the first phase includes 99 single family lots ranging i-n size from 2,600 square feet to 10,400 square feet, 98 townhouse lots ranging in size from approximately 2,200 square feet to 7,800 square feet, 7 lots designated as multi -family lots and.32 lots designated as commercial lots. Starling phase 1 is approximately 63.3 acres in size and is located in the northeast corner of the 640 acre project site (section 35) at the intersection of Stillwater Road and West Reserve Drive. The project site can be legally described as section 35, Township 29 North, Range 22 west, P.M.M., Flathead County, Montana. The city council approved the subdivision subject to 29 conditions on August 6, 2007. The Kalispell Subdivision Regulations, section 2.06.E.7, allows the subdivider to request a one year extension of the preliminary plat approval deadline from the city council. A one-year extension would give the developer until August 6, 2011 to file the final plat. RECOMMENDATION: A motion to adopt the resolution and grant a one-year extension to the preliminary plat approval for Starling Phase 1 Subdivision would be in order. FISCAL EFFECTS: Minor positive impacts once fully developed. ALTERNATIVES: As suggested by the city council. NOW THEREFORE, BE IT RESOLVED OLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA AS FOLLOWS: SECTION I. That the application of The Aspen Croup for a one-year extension of the preliminary plat of Starling Phase 1, Kalispell, Flathead County, Montana is hereby approved. Pursuant to this letter, The Aspen Group would like to apply for an extension of said application. We have not proceeded with the development of starling at this time,, due to the slog down in the economy. However, we do plan on bringing forward starling when the demand for lots and home picks up again. Please feel free to contact us with any questions or concerns you might have.
