(Comments shall be limited to three minutes) l . ordinance 1676 — International Energy Conservation Codes — 2nd Reading Effective March 26, 2010, the Department of Labor and Industry, Building Codes Bureau, adopted and began enforcing the International Energy Conservation Code, 2009 Edition. ordinance 1676 passed on first reading June 7. 2. Conditional Use Permit — Faith Free Lutheran Church Faith Free Lutheran Church is requesting a conditional use permit to allow expansion of their existing church located at the northwest corner of Liberty Street and Northern Lights Boulevard. 3. Conditional Use Permit — Faith Covenant Presbyterian Church Faith Covenant Presbyterian Church is requesting a conditional use permit to allow a two-story addition to be constructed between the existing church and church office building located at the southeast corner of Third Avenue East and Sixth Street East. 4. Resolution 5432 — Preliminary Plat Extension — Starling Subdivision Phase 1 This is a request by Donald Meyers of the Aspen Group for a one-year extension of the preliminary plat of Starling Subdivision Phase 1 located at the intersection of Stillwater Road and West Reserve Drive. 5. Resolution 5436 — Preliminary Plat Extension — Mountain Vista Estates Phase 4 This is a request by Touchstone, LLC for a one-year extension of the preliminary plat of Mountain Vista Estates Phase 4 located on the north side of Three Mile Drive approximately one-half mile west of Stillwater Road. 6. Contract Approval — City Web site Redesign Approval of this web site redesign contract between the City of Kalispell and Flathead County's IT Department would allow for the expansion of information and provide a mechanism for departments to make updates in-house. 7. Resolution 5437 — Budget Appropriation - 911 Center This resolution appropriates the City of Kali spell's share of the Fiscal Year 2011 Budget for the Flathead County 911 Emergency Coordination Center. S. Appointment — Police Commission The city council, on May 7, appointed Gary Gates to the police commission. Unfortunately, Gates does not live within the city limits. Mayor Fisher will make another recommendation from the eligible list of applicants. E. MAYOR/COUNCIL/CITY MANAGER'S REPORTS (No Action) F. Each person not a Council member shall address the Council, at the time designated in the agenda or as directed by the Council, by stepping to the podium or microphone, giving that person's name and address in an audible tone of voice for the record, and unless further time is granted by the Council, shall limit the address to the Council to three minutes. b. All remarks shall be addressed to the Council as a body and not to any member of the Council or Staff. C. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion either directly or through a member of the Council, without the permission of the Presiding Officer. d. No question shall be asked of individuals except through the Presiding Officer.
