BACKGROUND: The City of Kalispell receives Internet access and connection to the State
of Montana SummitNet network using CenturyLink as the service provider. The State
determines the service provider based on the contract the State has in place for SummitNet
service providers. The current connection speed to SummitNet is 3 MB. The City must move to
the same service provider the 911 Center is on in order to remove latency in the queries sent
between the City's public safety agencies and the 911 Center.
The first document included is the City of Kalispell SummitNet contract between the City
and the State of MT Department of Administration Information Technology Services Division
(ITSD). The contract included will replace the active contract the City has with ITSD. The
contract permits the City to utilize a 5 MB connection to the State's SummitNet network
allowing access to the Internet and State resources including the Department of Justice (DOJ).
The DOJ uses the SuminitNet network to access the DOJ owned six computers and one server
that are physically located at the Kalispell Municipal Court offices. One computer in the
Kalispell Police Department will be used to access DOD's CJIN applications after June 14, 2010.
The contract includes setting up a 10 MB VLAN (virtual local area network) from the
City to the 911 Center allowing data to flow between the two entities without using bandwidth
allocated for SummitNet or Internet access. The VLAN can only be created if all agencies reside
on the same service provider. The 911 Center & Flathead County both currently use Bresnan as
the SummitNet service provider. Whitefish will be moving soon. The VLAN will remove latency
because the data will not be routed from the City to Helena where I TSD's routers will then route
the data back to the 911 Center or vice versa.
The cost of the SummitNet contract is split in the Fiscal year 2011 as clearly defined on
the contract. The cost of the Fiscal year 2012 will continue to be split, however, the rates
between the City of Kalispell and the 911 center have not been determined. Additionally
included is a copy of the letter the State of MT sent in March notifying the City of the rate
increase from $110 to $177 for SummitNet access, effective July 1, 2010. The rate is effective
on the SummitNet contract included.
RECOMMENDATION: The City Council authorize the City Manager to sign the
SummitNet Contract.
The Fiscal Year 2011 SummitNet monthly rate billed to City of Kalispell is $177. See the
attached contract for additional billing breakdowns.

Non -state Local Access Networks (LANs) may connect to SummitNet to provide all
workstations with access to state applications and the internet. For security purposes,
non -state LANs will be configured on a separate Virtual Local Area Network (VLAN) if
co -located with state LANs. The non -state entity LAN begins where it connects into the
port on the state-owned network switch.
If the non -state LAN is connected to SummitNet, no other internet provider may
also a to the L4N.
Ethernet switches provide for LAN connectivity operating at speeds up to 1 GB. The
LANs will be connected to the SummitNet backbone via state-owned network routers.
Class B private addresses are provided for non -state devices. Public workstations must
be segmented on a public access VLAN. Special addresses (161.7.0.0 Class B) are
provided for addressing public devices.
The State of Montana Government private Wide Area Network, also known as
"SummitNet", provides a secure, reliable connection all across the state to the Internet
and State of Montana Government network resources.
To achieve this reliability, the state manages a redundant core network with alternative
routing in event of circuit failures. State staffs monitor SummitNet 24 hours a day, 7
days a week via our Network Operations Service Center (NOSC).
A connection to SummitNet requires the following equipment:
® Uninterruptible Power Supply (UPS) equipment
• WAN router with a circuit interface equipment (DSU/CSU)
• Cabling and cabinets
® LAN Switch
Service options include:
® Variousaccess methods and technologies, such MPLS, ATM, Frame Relay, and
Broadband DSL.
® A variety of network speeds and guaranteed rates (64Kbps—100Mbps).
• High availability implemented with redundant alternate path circuits.
® Prioritization of traffic through Quality of Service on MPLS circuits so that
applications such as video have the bandwidth necessary to insure a quality
video session.

Options for interconnection to SummitNet vary depending on location and services
available from telecommunications providers.
If an existing SummitNet circuit is available at the desired location, a non -state entity
can choose to use SummitNet as their network communication provider and share the
cost of the circuit with co -located state agencies.
If no SummitNet circuit exists, the non -state entity in consultation with ITSD network
staff can review communication needs and select the most appropriate and cost
effective networking options. The non -state entity would be responsible for all costs for
equipment, maintenance and circuits.
Domain names such as travel.mt.gov are managed by ITSD so that people who are
searching for information can be directed to the sites that host the information they
seek. User-friendly domain names are translated into Internet Protocol (IP) addresses
so that network equipment can route communication over the internet.
ITSD manages domain names for the State of Montana Government network using a
standard Domain Name System (DNS). The domain names repository and name
resolution service is provided by the ITSD DNS name server.
ITSD manages domain names to ensure that governmental entities comply with Internet
standards.
When a non -state Demilitarized Zone (DMZ) is implemented, non -state network traffic
will be inspected by a set of firewalls before allowed to access state systems. Non -state
entity access to state applications will be controlled through authorized firewall
administration requests.
All firewall mechanisms used on SummitNet will be administered by ITSD and will follow
these guidelines:
1. ITSD will maintain ownership and a manufacturer maintenance agreement for all
firewall devices.
2. Software on firewall devices will remain current with software releases.
3. Every effort will be made to ensure that firewalls are operational 24 x 7.
4. if automatic failover to a redundant device is not part of the firewall configuration,
network traffic will cease in the event of a firewall outage.
5. Any suspicious or malicious events will be captured, analyzed and appropriate
action taken to prevent intrusion of SummitNet.

6. Logs of firewall activity are recorded and maintained to ensure historical records are
available for analysis.
7. Customers are fully apprised of any impending threat.
8. Reports of security events are available to pre -authorized Agency Security Officers.
9. To the maximum extent possible, secure, remote administrative access via Secure
Shell network protocol is used to manage firewall configurations.

Internet sites are restricted based upon the Internet Filter Policy.
Exceptions to internet filters may be requested by submitting the form included in the
Internet filtering policy.
Web Site Hosting
Web site hosting is available to non -state entities that have a SummitNet Services
agreement. ITSD's web hosting provides a fully managed hosting environment where
agencies and other governmental entities can design and maintain a web presence
without having to manage a web server.
ITSD's web hosting service resides on load -balanced Windows IIS servers on the
state's secure network. SSL certificates are available for sites that need to secure user
transactions on the mt.gov domain. Usage reports are available to track visits and other
web analytics. Customers are given access to their folder information to maintain their
own content.
Average sized websites are accomodated; large websites may be charged for additional
space requirements. Bandwidth is managed to insure website performance.
Sites are protected by firewalis and intrusion detection systems.
ITSD protects the state's IT infrastructure using manual and automatic intrusion
detection systems (IDS). Staff monitor these systems to identify and prevent any
unauthorized, illicit, and anomalous internet activity. In the case of an intrusion,
customers are immediately notified and remedial action is taken.
These services are available to customers 24 x 7, excluding planned outages,
maintenance windows and unavoidable events. Maintenance windows are used only

when needed for scheduled changes that have been implemented through.the ITSD
Change Management Process. In addition to the Standard ITSD Maintenance Windows,
site -specific and service -specific changes may be coordinated with customers at non-
standard times.
The Service Desk hours are 8:00 AM - 5:00 PM Monday through Friday. The Service
Desk is closed on state holidays. The phone number is (406) 444-2000 or 800-628-
4917. Outside of these hours, standby -support is available for critical problems by
calling the above telephone numbers.

Counties, cities, K-12 schools, the University System, and qualifying non-profit
organizations.
® Provide a site contact name, number, and billing information as necessary for
service installations.
® Properly configure and support the customer LAN components to the WAN
service components.
® Maintain up-to-date virus scan software on all workstations.
® Contact the ITSD Service Desk to report problems or request assistance.
® Designate a 24 x 7 point of contact for ITSD to contact for reporting and
coordinating outages or emergency maintenance.
® Installation, replacement, or repair of structured cabling or wiring.
® Submit requests to the ITSD Service Desk to deactivate or relocate any ports no
longer in use to ensure proper billing charges.
® Consultation regarding service options and network configurations.
® Network assessment and design.
® Network equipment to enable internet protocol communications among local
devices.
® Network segmentation, as required.
® Coordination of standard moves, adds and change requests.
® Proactive monitoring of the infrastructure.
® ITSD will provide consultation to aid in the selection of data service components
and design.

ITSD will provide the service as described within this SLA. Unless otherwise noted, the
customer will be billed monthly for the service. All amendments to the agreement must
be mutually agreed to and documented within the agreement or within an attachment to
the agreement. The customer or ITSD can terminate the agreement upon thirty (30)
days written notice.

Dear Amy Robertson,
The State of Montana Department of Administration, Information Technology Services Division (ITSD)
provides network and other communication services to KALISPELL, CITY OF on the State's SummitNet
network. As demands for network services increase, the State of Montana continues to invest in upgrades to
this network to insure that state and local government offices can access mission critical information systems
and provide service to Montana citizens.
The recent Network Expansion project to upgrade the network at all county courthouses has increased annual
operational costs by over $3M. A legislative appropriation to ITSD covers approximately'/2 of this increase.
The remainder is recovered through charges to ITSD customers, with state agencies bearing the majority of the
cost.
ITSD conducted a thorough analysis of its costs and determined that a non -state SummitNet connection (at an
existing SummitNet location) costs $177/month. The current rate charged by ITSD of $110/month has not
changed for 14 years, even though the cost to ensure a secure network for government business has increased.
The rate increase passes on approximately $35K-$40K annually to non -state entities that are using SummitNet
services.
In consideration for the difficult economic situations that face many Montana jurisdictions, ITSD delayed the
effective date of this rate increase to July 1, 2010. It was originally scheduled to take effect July 1, 2009.
ITSD offset these fixed costs internally in FY2010 to allow jurisdictions adequate time to plan for the rate
increase.
