Your recent advertisement in the Daily Interlake sparked my interest in becoming a
commissioner on the recently founded Urban Renewal Planning Board. I recently
purchased a home in Kalispell and am excited to become a part of the Kalispell
community. I believe in being an active community member which becoming an Urban
Renewal Planning Board member would achieve. I am the city of Kalispell's Chemist
working at Kalispell" s Advanced wastewater Treatment Plant. I have recently been
selected to serve as a Board member on the Tree Commission. I drive, bicycle and walk
throughout the City of Kalispell and have fresh ideas for several issues affecting
Kalispell" s redevelopment and rehabilitation growth. possibilities.
Although new to this community, I am a native Montanan growing up in Polson and
have seen Kalispell's urban area grow and change over many decades. I witnessed the
rehabilitation of the downtown area, the development of Kalispell Center Mall, the
changes to public improvements (streets,, sewer, water, and storm drainage) and
landscaping of many areas throughout Kalispell. I am new to the world of tax
increment financing (TIF); but my job experience has prepared me to make informed,
well researched decisions.
I would be honored to serve on the Urban Renewal Planning Board and look forward to
meeting the challenges Kalispell faces in its next phases of growth.

I am interested in serving on the new Urban Renewal Panel. My background fits ideally with the
experience requirements outlined in the Interlake this meek. I've been in the Flathead Malley since
December of 2008, and being relatively new to the area I would offer a very fresh and unbiased
perspective to the panel.
I have been a licensed real estate agent for over 20 years. For over 15 years, I was co --owner of a large

I currently serve as president of the Flathead Building Association and Chairman of the Board of the Kalispell Chamber of
Commerce. I currently represent approximately 1,000 business in Kalispell and the Flathead Valley. I have extensive
experience serving on boards and committees including serving in leadership roles. I also hold board and executive
positions at the state and national level. I have worked on many projects, served on committees and have testified
locally and at the state and national level for the economic development of the Flathead Valley_
I am a 24year resident of the Flathead Valley but also bring broad experience here working as a builder and developer in
such places as Phoenix and Los Angles where I have worked on several urban renewal projects.
Currently as president of Kramer Enterprises, Inc. I am a commercial, residential builder/developer. I have worked on
many projects in the area developing and bringing new projects and jobs to the area.
I am familiar with the state statutes regarding TIF's. I am knowledgeable of the local TIF's their purpose and how they
work.
Besides my technical knowledge of all aspects of development most importantly I care very much about -the growth of
Kalispell. Kalispell is my home and I want to see Kalispell grog responsibly and make good decisions that leave the least
impact on the city and the tax payers.
The inception of KURBC is a progressive set forward tapping the resources of the community in partnership with the city
to move our city into the future.

I, Richard Kuhl, would like to be considered for membership on the Urban Renewal Agency Board
of Commissioners.
My wife and I have lived at 867 North Main Street since 1982. We raised our son and daughter
here, both of whom attended local public schools and graduated from the University of
Montana. I am now retired from the position of mathematics tutor with School District 5.
Prior to my tutor job I worked as a carpenter for North Country Builders in Whitefish and
fifteen years for the U.S. Forest Service.
I graduated from Pennsylvania State University in 1960 and have taken additional courses .in
math, science and history at the University of Fontana and FVCC.
My previous public service includes membership on the air advisory committee when compliance
rules were being created to meet particulate standards in Kalispell. While not an official
city position, I was one of the leaders of Friends of Lawrence Park which organized citizen
efforts to build a pavilion and playground in Lawrence Park at no cost to the city. In the
late 1990's I was part of a diverse advisory group picked by the city planning staff, which
evaluated and updated the Land use plan for the planning area in and immediately around
Kalispell. This effort lasted almost two years.
Beginning in 1994 1 was an active participant in the Flathead Forestry Group' s efforts to
develop stewardship logging and a sales program on public land which would provide both
employment and concern for the condition of the land left after a sale. All of the above
experiences required me to work with people with a variety of ideas and feelings about
issues. Despite differences I was able to work well with other people while working towards
common agreement.
As a member of the Urban Renewal Commission I would have two major goals. First, to
thoroughly investigate each renewal proposal and present findings in a clear and
understandable gray so that the Council would have all the necessary facts and opinions before
making a decision. Second, make sure that proposals will truly result in urban renewal and
new jobs in a cost effective manner. This goal means that projects need to be evaluated on
their total impact on the neighborhood and city, not just on individual properties.
Thank you for considering me for this position. If appointed I will do my best to perform the
duties of the commission and serve the citizens of Kalispell.

I would like to express my interest in serving on the City of Kalispell's newly created
Tax Increment Financing Advisory Board. As a member of the city's business
community, I realize the impact that these funds can have on our overall economic
situation. These districts are one of the few effective tools at the city's disposal to
positively affect the greater community in the long term by generating increased revenues
from increased economic development.
I would appreciate the opportunity to work with the Council and city staff to educate the
business community on Tax Increment Financing options and promote the program to
develop some viable projects that meet the Council's requirements for using these funds.
This advisory board also presents the business community with a valuable opportunity to
provide the city government feedbag on what it would like to see happen in our
community.
It is my understanding that the majority of the Council members realize the benefit of TIF
districts and would like to see them used to their full potential. 'Me most immediate
opportunity would be to extend the life of the current Westside TIF district .beeping the
entire $1. 8 million balance available to fund worthy projects and possibly expand or
redesign its boundaries to address the area's future development potential.

A RE SOLUTION TO ESTABLISH AN URBAN RENEWAL AGENCY PURSUANT TO
TITLE 7 ClffikPTER 15 PART 42 OF THE MONTANA CODE ANNOTATED TO BE
KNOWN AS THE KALISPELL URBAN RENEWAL BOARD OF COMMISSIONERS
AND TO ACT AS AN ADVISORY BOARD ONLY TO THE KALISPELL CITY
COUNCIL,
WHEREAS, the Kalispell City Council has previously adopted resolutions finding that: (1) one
or more blighted areas exist in the City of Kalispell. and the rehabilitation,
redevelopment, or a corribination thereof of such area or areas is necessary in the
interest of the public health, safety, morals, or welfare of the residents of the City;
and
WHEREAS, pursuant to MCA 7-15-4232 the Kalispell City Council finds that it would be in
the best interests of the city to establish an Urban Renewal Agency to be known
as the Kalispell Urban Renewal Board of Commissioners for the purpose of
assisting; the City Council in evaluating and proposing urban renewal plans and
projects; and
WHEREAS, the Kalispell Urban Renewal Board of Commissioners should have the authority
to (a) to assist city staff in the preparation of urban renewal plans or modifications
to such plans and make recommendations to the Kalispell City Council; (b) to
review urban renewal projects and make recommendations to the Kalispell City
Council regarding the funding of such projects; (c) to disseminate blight clearance
and urban renewal information; (d) to perform such duties as the Kalispell City
Council may direct so as to make the necessary arrangements for the exercise of
the powers and performance of the duties and responsibilities entrusted to the
Kalispell City Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA:
SECTION 1. That pursuant to MCA 7-15-4232 the Kalispell City Council hereby
establishes an Urban Renewal Agency to be known as the Kalispell Urban
Renewal Board of Commissioners for the purpose of assisting the City
Council in evaluating and proposing urban renewal plans and
projects.
SECTION 11. rrhat the Kalispell Urban Renewal Board of Commissioners shall have the
authority to (a) to assist city staff in the preparation of urban renewal plans
or modifications to such plans and make recornmeiidations to the Kalispell
City Council; (b) to review urban renewal projects and make
recommendations to the Kalispell City Council regarding the funding of
such projects-, (c) to disseminate blight clearance and urban renewal

SECTION III (I)The initial membership shall consist of one commissioner appointed
for I year, one for 2 years, one for 3 years, and two for 4 years. Each
subsequent appointment shall be for 4 years.
(2) Each commissioner shall hold office until a successor has been
appointed and has qualified.
(3) A commissioner may not receive compensation for services.
(4) Any persons may be appointed as commissioners if they reside or
own real estate within the municipality and have applicable experience in
finance, business ownership, commercial development and real estate
marketing.
(5) A commissioner may be removed for inefficiency, neglect of duty,
or misconduct in office.
SECTION Iv This resolution shall become effective immediately.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR. OF
THE CITY OF K. .I. ISPELL THIS 7TH DAY OF J UNE, 2010.
