4. CTEP Allocation Partnership with Flathead CountyREPORT TO: Mayor Fisher and Members of Council FROM: Mike Baker, Parks and Recreation Director Jane Howington, City Manager SUBJECT: City/County Mutual Agreement to Share CTEP Allocation -- $118,000 MEETING DATE: July 6, 2010 BACKGROUND: This past year the City of Kalispell and Flathead County entered into an interlocal agreement to develop the pedestrian/bicycle trail (Sam Bibler Trail) along Willow Glen. Flathead County is currently out to bid for the section from Woodland Avenue to FFA Drive. This phase of the trail is scheduled to be constructed this summer. The City of Kalispell has completed two phases of the Woodland Connector Trail that will eventually intersect the Sam Bibler Trail in upcoming Phase III (see attached map). Currently the city's Phase III Woodland Connector is designed and poised for submittal to the CTEP Bureau granting bid authorization. The CTEP funds required to complete the city's Phase III Woodland Connector would amount to approximately $255,000. The city will have banked $137,000 in current allocation, leaving an unfunded balance of $118,000. CTEP would allow Flathead County to dedicate $118,000 of unfunded appropriations to support the City of Kalispell's efforts to simultaneously complete the Phase III Woodland Connector and the Sam Bibler Trail. If these additional allocations cannot be secured, completion of the city's trail connection would be delayed until late 2012. Flathead County is in support of transferring $118,000 of their CTEP allocation (see attached Letter of Agreement). The city would begin to repay the county's CTEP allocation when the remainder of the Sam Bibler Trail along Willow Tenn is completed. The city would dedicate future CTEP allocation (not to exceed $118,000) to the future Conrad Drive connector between Woodland Park and Willow Olen. This cooperative effort between the City of Kalispell and Flathead County would greatly expand pedestrian and bicycle trail connectivity, ultimately substantially benefiting the area residents. It is anticipated that the repayment schedule would begin around 2016. RECOMMENDATION: It is recommended that the city council authorize the city manager to sign the agreement with Flathead County dedicating $118,000 of CTEP allocation to the Woodland Connector Trail Phase Ell. FISCAL IMPACTS: Future repayment to Flathead County of federal CTEP funds from the City of Kalispell CTEP allocations in an amount not to exceed $118,000. If the City would agree to participate with the County by applying subsequent CTEP allocations (within five years and not to exceed $118,000) for the Woodland Park to Willow Glen segment of the shared trail network, the County would provide the necessary CTEP funds to the City, requesting the state transfer $118,000 of County CTEP allocation to the City of Kalispell for the Woodland Connector Trail Phase III. Improving the livability in our community is an important goal with the County. Pedestrian and bicycle accessibility via a system wide trail network plays a substantial role in furthering this community goal.
