Mayor Fisher called the meeting to order and led the Pledge of .Allegiance. A, AGENDA APPROVAIJ Gabriel moved to approve the Agenda. The notion was seconded. afferman moved to remove ordinance 1677, Zoning Ordinance Update, from the Agenda. The motion was seconded. Howington gave a staff report and answered questions. Hafferman moved. council "call for a public bearing on July 19, 2010 on the 2011 Preliminary Budget and approve the expenditure of funds within the 2011 Preliminary Budget proposed for salaries, maintenance, operation and projects already approved by the council until a Final Budget is adopted by the council". NIF The zoning ordinance has not received a comprehensive review since 1993. Over the past several months a thorough evaluation of the zoning codes was made with the proposed text amendment revising the ordinance as a whole. Sorensen gave a staff report and answered questions. Atkinson moved first reading of ordinance 1677, an ordinance amending the City of Kalispell Zonin.g Regulations codified at Chapter 27 of the Kalispell Municipal Code, repealing Ordinance 1460 and all parts or portions of other ordinances in conflict herewith, declaring an effective date, and authorizing the city attorney to codify the same. The motion was seconded. afferman moved to amend ordinance 1677 by incorporating the proposed council committee changes. The motion was seconded. Council Discussion Gabriel remarked that she would like to remove the addition to 27.07.030, "Add Mobile Horne Park", allowing the addition of mobile home parks within the city with a conditional use permit. There was discussion. Kluesner noted he would like to eliminate the electronic signs' "5-second rule" and replace it with a shorter duration. He presented several video clips of businesses that are currently violating the 5- second rule. There was discussion and Sorensen answered questions The motion to amend passed unanimously upon roll call vote with zauner absent. Gabriel moved to remove the addition of "Mobile Horne Park" in 27.07.030. There was no second. Kluesner moved to change the electronic signs' "5 second rule" increment to 4 seconds in 27.24.060. The City of Kalispell has received notification of a grant award in the amount of $103,300 for energy upgrades to the Public Safety Building. Baler gave a staff report and answered questions. Atkinson moved council authorize the city manager to sign. the DEQ contract documents for energy upgrades to the Public Safety Building. The motion was seconded.. Council Discussion Mayor Fisher complimented the staff for their work on the grant. Mayor Fisher announced that Picnic in the Park starts this week. Gabriel reminded everyone that ThursdayFest started last week, adding it was very successful.
