THE FARE www- spe m/p� ....:..... .kali ��.co l � a.,nnin, REPORT TO: Kalispell Mayor and City Council FROM: Jeff Clawson, Building Official Jane Howington, City Manager SUBJECT Authorize Award of Bid and Signing of Contract to Reroo f a Portion of the City of Kalispell Public Safety Building MEETING DATE: August 2, 2010 BACKGROUND: The City of Kalispell received a $90,000 grant from the Department of Energy for energy conservation improvements specifically directed at the Kalispell Public Safety Building. Part of the grant included replacing the north half of the roof (over the old water department and judge's chambers). Included in the roof replacement was a significant improvement in roof insulation thus improving the energy efficiency of the building. Because of the limited size of the project we direct mailed the bid proposal to three area roofing contractors and one Missoula contractor who does considerable amount of work in Kalispell. We also placed a copy of the bid proposal at the Kalispell Plans Exchange for two weeks. Four bids were received as listed below. - CONTRACTOR CONTACT PHONE# BID Advanced Roofing, Kalispell Tom Moore (406) 752-6728 $111800 Neu -Tech Roofing, Kalispell Steve Gaikowski (406) 752-3242 $149885 Roof Works, Inc., Kalispell Jim Wehr (406) 261-4044 $155060 Summit Roofing, Missoula William Johns (406) 829-9100 $201879 Roof Works, the number 3 bidder, did include in their bid an alternate to add a 1/ inch "Dense Deck" to bring the city's roof up to a Class A roof standard. our bid proposal had stated that a Class B standard was adequate. The "Dense Deck" product is a thicker underlayment material which greatly protects the surface of the rubber roof membrane from punctures from hail events and foot traffic. Staff contacted the other three bidders and asked them to submit an alternate bid as well to match Roof Works alternate to include the 1I inch Dense Deck. Summit Roofing of Missoula, which was the highest bidder, did not respond, the other three contractors did respond. The revised bids were as follows: Advanced Roofing, Kalispell $1 2,580 Neu -Tech. Roofing, Kalispell $16105 Roof works, Inc., Kalispell $15,060 Summit Roofing, Missoula $205879 (did not submit an alternate Class A option) Staff supports the upgrade of the roof to a Class A Standard. It increased the low bid by only $780 and it will greatly increase the performance, useful life and serviceability of the roof. Advanced Roofing of Kalispell is still the low bidder for this project. It is estimated that this project will take one week to complete and it is preferable to undertake this project during the warmer months of summer to ensure a better product. RECOMMENDATION: Award the contract to Advanced Roofing of Kalispell in the amount of twelve -thousand -five -hundred -eighty dollars. ($12,5 80.00) FISCAL EFFECTS: Significant positive impacts by extending the life of the roof and improving the efficiency of a public building at no immediate direct cost to the city taxpayers.
