SUBJECT: Bid Award — water and Street Improvement Project - 11th Street East
MEETING DATE: 2 August 2010
BACKGROUND: The City has designed a project to correct water system deficiencies along 11 th Street
East to improve water flow and pressure levels for City water customers. In addition, the project will also
improve roadway conditions in conjunction with the on -going stimulus -funded 11 h Street improvement
project. The end result of these two coordinated projects will be to provide substantial improvements in
roadway, pedestrian, drainage and water facilities for this part of Kalispell. Three bids were opened on
July 22, 2010. The engineer's estimate for this work was $309,068.20. The bid submitted by LHC, Inc., at
$225,921.39, is highly competitive and reflects an excellent value for the City. The project manager's
analysis is attached for reference.
RECOMMENDATION: Award the water and Street Improvement Project — 11 h Street East to LHC,
Inc. based on their low bid of $225,921.3 9.
ACTION REQUESTED: AT MEETING OF AUGUST 2nd — MOTION TO AWARD THE WATER
AND STREET IMPROVEMENT PROJECT - llte STREET EAST TO LHC, INC. of
KALISPELL.
FISCAL EFFECTS: Expenditure of water Fund and Street Maintenance funds totaling $225,921.39.

The City of Kalispell Water and Street Improvement Project consists of upgrading the water system and
conducting roadway surface improvements on Eleventh Street East between Seventh Avenue East and
Woodland Avenue.
Bids for The City of Kalispell Street Improvement Project were opened on Thursday, July 22, 2010. Bids
were received from LHC Inc., Neumann Construction, and Knife River. All bids were in order and
contained the required Bid Bond. The bid analysis is as follows:
