1. Award Bid — Water & Street Improvement Project
Three bids were received from LHC, Newmann, and Knife River for upgrading
the water system and improving the roadway surface on I VhStreet East between
7ffi Avenue East and Woodland Avenue_ Staff is recommending the bid be
awarded to LHC in the amount of $225,921.39_
2_ Award Bid — Public Safety Building Roof
Four bids were received from Advanced Roofing, Neu -Tech Roofing, Roof
Works, and Summit Roofing to replace the north half of the public safety building
roof_ Staff is recommending the bid be awarded to Advanced Roofing in the
amount of $12, 5 80 to be paid by a grant from the Department of Energy.
3 _ Postpone Award of Bid — Fire Station 61 Renovation
Three bids were received from Hammerquist & Caselegno, Jackson Construction,
and Swank Enterprises for the renovation of Fire Station 61 to be paid by a grant
from the Department of Homeland Security_ A comprehensive review of the bids
is being conducted and staff is requesting the award be postponed to August 16_
4_ Silverbrook Estates Park Transfer
The park area of 2.6 acres in phase one of Silverbrook Estates is completed and
staff is recommending the park be transferred from the city to the Silverbrook
Estates Homeowners Association.
5. Conditional Use Permit — Freedom House
Freedom House of Kalispell, Inc_ is requesting a conditional use permit to operate
a clean and sober house at 1128 Third Avenue West_
6_ Resolution 5439 —Environmental Certifying Officer
Resolution 5439 designates Tom Jentz as the Environmental Certifying Officer
for the City of Kalispell, allowing the city to continue to apply for state and
federal grants_
7. Resolution 5440 — Annexation — Everett
This is a request by Loren and Patti Everett to annex approximately one-third of
an acre located at 1721 South Woodland Drive.
8_ Ordinance 1679 —Initial Zoning —Everett — lst Reading
Loren and Patti Everett are requesting a zoning designation of R-3 (Urban Single
Family Residential) on the property listed above.
9_ Resolution 5441 — Police Impact Fees
Resolution 5441 adjusts the impact fees for all users creating additional demand
on police facilities.
10_ Resolution 5442 — Fire Impact Fees
Resolution 5442 adjusts the impact fees for all users creating additional demand
on fire facilities.

Section 2-20 Manner of Addressing Council
a_ Each person not a Council member shall address the Council, at the time designated in the
agenda or as directed by the Council, by stepping to the podium or microphone, giving that
person's name and address in an audible tone of voice for the record, and unless further time
is granted by the Council, shall limit the address to the Council to three minutes_
b_ All remarks shall be addressed to the Council as a body and not to any member of the Council
or Staff_
C. No person, other than the Council and the person having the floor, shall be permitted to enter
into any discussion either directly or through a member of the Council, without the
permission of the Presiding Officer_
d_ No question shall be asked of individuals except through the Presiding Officer_
