Hansz, P.E., Director of Public works SUBJECT: Award Bid —Water Main Replacement -- Idaho & First Avenue East MEETING DATE: April 5, 2010 BACKGROUND: Approximately 2 years ago a major north/south waterline connecting the EN area of Kalispell with the area south of Idaho Street failed at a point beneath US Highway 2 (Idaho Street), at the First Avenue East intersection. Repairs of the line were not possible without significant disruption to traffic and businesses, so PWD staff designed a replacement project that utilizes directional drilling and pulling a new pipe beneath the roadway. This approach will minimize disruptions and speed completion of the work. Three bids were received for this project on March 401. The attached bid tabulation details the bids. Based on the review of bids and bidder qualifications PWD staff recommends award of the contract to the low bidder, weaver Gravel, Inc of Colombia Fails, MT, based on their low bid of $30,616.87. Burnham, P.E., Assistant City Engineer Subject: Idaho Street and First Avenue East Waterline Replacement Project Bids were received and opened at 2:30 p.m. on March 4, 2010 for the referenced project. The City received three bids for this project, as noted below. Weaver Gravel, Inc., Columbia Falls, Montana Amount Bid: $30,616.87 Sandry Construction, Bigfork, Montana Amount Bid: $31,715.00 LHC, Inc., Kalispell, Montana Amount Bid: $33,815.42 Weaver Gravel, Inc. appears to be the lowest responsible bidder, with a bid price of $30,616.87. Weaver has teamed with Badger Directional Drilling to perform this work. Both contractors have successfully completed projects for the City of Kalispell. The water Operations Fund has $35,000 budgeted for this project in the 2009-2010 fiscal year. I recommend that weaver Gravel, Inc. be awarded the contract for the Idaho Street and First Avenue East waterline Replacement Project at the next City Council meeting, March 15, 2010. LEGAL, NoTIcEs No. 15789 INVITATION TO BID The City of Kalispell, Montana, will receive sealed bids for the Idaho Street and First Avenue East Waterline Replacement Project to meet or exceed the minimum specifications on file in the office of the City of Kalispell Public -works Department; City Hall, 201 First Avenue East, Ka- lispell, Montana 59901. The Project primarily consists of re- placing an existing waterline -that was abandoned between the north and south sides of Idaho Street at First Avenue East. The Project includes furnishing and installing approximately 110 feet of 12" high i pipe density polyethy- lene P HDPE DIPS DR 11 or IPS DR 11 j or 10" fused PVC pipe (DIPS. DR.18), and con- necting the new waterline to the existing waterlines on the north and south side of Idaho Street at First Avenue East. The HDPE or fused PVC installation shall be performed by means of, direc- tional drilling. Open cuts for the drilling pits shall only be allowed outside of the Montana Depart- ment of Transportation right-of- way. Project includes furnishing and installing the directional drill' ing pits, backfill material, all fit- tings as shown on the plans, connections to the existing water system, pressure testing, chlori- nation and testing, restoration of surface improvements, and oth- er necessary work associated with the project. Construction of this project shall be performed by,a Contrac- tor registered with the Montana Department of Labor and Indus- try (DLI).
