RE: ADOPTION OF NEW FEE SCHEDULE
Please find attached a proposed fee schedule for planning and zoning services for the
new Kalispell Planning Office. As you know, the city currently operates under the Tri-
City Planning Office fee schedule which will cease to exist after June 30, 2005.
The city generated approximately $100,000 in planning fees for calendar year 2004
using the existing Tri-City fee schedule. The city council did direct staff to review all
fee categories with the intent of creating a greater degree of equity between services
provided by this office and demands placed on it by various development activities.
Based on this review, staff is recommending that subdivision review activities be
significantly increased_
In 2004, the planning office reviewed 16 preliminary plats with 746 lots and 21 final
plats accounting for 539 lots. The current preliminary and final subdivision review fee
schedule does serve to address the actual cost of planning services during a typical
subdivision review process. However, the fee structure has never addressed the cost
of other city staff in the review process including the Public Works review and approval
process of all public infrastructure and the city attorney's time involved in plat review
and resolution preparation. In light of this staff proposes increasing the per/lot fee
assessed every project from $40/lot to $100/lot. This increase would theoretically
generate an additional $77,000 in fees based on activity during calendar year 2004.
A table is also enclosed that shows the fiscal impact for various theoretical subdivision
sizes.
RECOMMENDATION: Approve by Resolution the attached Planning Office Fee
Schedule dated July 1, 2005.
FISCAL EFFECTS: Generation of additional funds for the General Fund to
creating a greater degree of equity between services provided by this office and
demands placed on it by various development activities.
ALTERNATIVES: As suggested by the City Council.
