1. Council Minutes — Regular Meeting — August 15, 2011
2. Award Bid — Solid Waste Automated Side Loader
Three bids were received from Montana Peterbilt (2) and Solid Waste Systems for
a Solid Waste Automated Side Loader. Staff is recommending the bid be awarded
to Solid Waste Systems of Spokane, WA in the amount of $229,134.
3. Proclamation — 10th Anniversary of September 11. 2001

l . ordinance 1701 — Amending Solid Waste Regulations — Second Reading
This ordinance amends existing city regulations to comply With a recent
amendment to state law removing the five-year moratorium on cities providing
garbage service to newly annexed areas. ordinance 1701 passed on a 7-1 vote on
first reading August 15.
2. Resolution 5 526 — Preliminary Plat Extension — Northland Phase 4
a
This is a request for a one-year extension of the preliminary plat of Northland
Phase 4 located south of Four Mile Drive and north of Northland Subdivision
Phases 1-3 .
3. Resolution 5527 — Resolution of Necessity — West Side Urban Renewal District
a
Council will determine whether there is sufficient evidence to request the
Kalispell Planning Board to review the possibility of expanding the boundaries
and extending the life of the district which sunsets in 2012.

Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated in the
agenda or as directed by the Council, by stepping to the podium or microphone, giving that
person's name and address in an audible tone of voice for the record, and unless further time
is granted by the Council, shall limit the address to the Council to three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the Council
or Staff.
C. No person, other than the Council and the person having the floor, shall be permitted to enter
into any discussion either directly or through a member of the Council, without the
permission of the Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
