PERFORMANCE BOND REMINDERS: Spring Creek — Tim Birk is planning on extending
his Letter of Credit for another year for his park.
OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — No updates for this week.
NEW BUSINESS: Serious JuJu — 1896 Airport Road; structural expansion of the building.
They want to put in a new covered entryway over the existing concrete landing. The covering is
the same size as the landing, which is located on the south side of the building. Fincher stated that
on the south side, the property line is five feet from the side of the building, and their fenced area
is encroaching in the City's parkland. The Parks Dept. planned to address this the next time it
came through Site Review. Fincher was advised that he can request them to move their fence, but
this issue cannot be tied into this entryway addition. The addition is approved through Site
Review.
PLANNING OFFICE ITEMS:
Montana Academy — 527 — 2nd Avenue West - A proposed Group Home in a single family home.
This is west of the large elderly housing apartment complex between 5th and 6th Streets on the west
side.
OTHER REPORTS:
Sykes's — Preliminary comments requested on the Barber Shop on the south of the parking lot.
Jungle Rama has moved out. They would like to maintain this as a commercial rental. They will
keep the barber shop area as is, and remodel the remainder. They want to upgrade the exterior
facade, put in some interior partitions, and complete some plumbing work. They have checked
the roof structure and there is some bad concrete in there that will be taken out and replaced.
Johnson showed the early concept of their plan. They plan on taking out all the existing windows
and rearranging the doorway situation. The general plan is to have the barber shop stay where it
is, a larger tenant space will be in the middle, and then potentially a smaller tenant space in the
back. Each tenant space, including the barber shop, would have its own bathroom. The front will
be demolished and renovated. The building is 1,434 sq. ft. There are no changes to the parking
lot around this building. Johnson stated they have been making "great strides in getting the
permanently installed landscaping" completed. They will need to have their permanent
landscaping completed before they receive their C of O. The building does not encroach into the
City street as shown on their drawing. Their second project is related to the apartments. In the
parking lot west of the alley, on the north side of that parking lot where the little house was, they
plan to put in garages. There is an existing utility area where they removed all of the overhead
power lines and put everything underground. There is a bank of transformers, etc. that are there.
They plan to reserve a spot for all that, leaving enough room for the power company to have
access. Right on the alley there will be a dumpster area. They are proposing one garage with six
vehicle spaces, and a second garage with four vehicle spaces along with mechanical and
maintenance space. There is a proposed future apartment or two to go over the second garage.
It may or may not put in the apartments, but they will design it structurally for the apartments.
There will be a covered breezeway between the two garages. Regarding the mechanical and
storage area, they will run the infrastructure from the ground source heat pump system which
main system is in the basement of that SW entry. There will be radiant heating of the slabs. There
is an existing sewer line that they can stub into if the apartments get built. They will need to bind
the three lots together with a cross easement. The parking is at a 60 degree angle. Clawson
mentioned that their travel distance from a second floor exit could be 75 or 100 feet total travel
distance to get to the outside, unless they sprinkler the building or have a second exit. The garage
is an IBC building (with or without the apartment). Their light poles are 20' from ground to the
light fixtures. They have a 3' sidewalk that will come out to the City's 5' sidewalk. Johnson
believes they are over on their 5% landscaping. The old sewer and water residential services stop
in the basement. They will find a way to bring them over to the new area. They will have to bring
another line in if they decide to sprinkler the garage/apartment building. Johnson will have
everything together for Architectural Review next week. They will take all the roof drains over to
tie into their catch basin.
