SUBJECT: Contract Award -- Public Safety Building Upgrade - Energy Efficiency and
Conservation Block Grant
MEETING- DATE: May 2, 2011
BACKGROUND: The City of Kalispell has been awarded grant funding through the
American Recovery and Reinvestment Act and the Department of Justice program. These grants
are enabling the City to complete energy efficiency, security, I.T., and infrastructure
improvements to the Public Safety Building.
Phase I, the energy efficiency upgrade, includes all labor, material, services, and equipment
necessary for the completion of work associated with the installation of HR.V-1 and HRV-2.
This includes all ductwork, air terminals, and ancillary devices.
Phase H includes interior architectural security modifications, I.T. infrastructure, and security
upgrades. Various walls, partitions, and doors will be removed and/or relocated to accommodate
secure office space. I.T. and security work will include new equipment and cabling throughout
the building.
The City advertised a bid request for construction on April S, 2011 and received two responsive
bids from local construction firms. At this time, it is recommended that council accept and
approve the lowest bid of $92,700, from Martel Construction for Phase I — Energy Efficiency
Upgrade. It is recommended the council reject the bids for Phase II as they exceeded the limits
allowed by grant funding.
RECOMMENDATION: Council approval of hiring Martel Construction as the contractor
for Phase I of the Kalispell Public Safety Building Upgrade. 4
FISCAL EFFECTS: Phase I Federal energy grant funding for FY 2011 budget of $92,700.
ALTERNATIVES: As suggested by the City Council.
