SUBJECT: Parade and Special Event Fees
MEETING DATE: March 21, 2011
BACKGROUND: The city currently provides barricades, signage, and staffing for parades
and street closures resulting from community events. These services have been provided at no
charge, however, due to budget cuts and staff reductions it is becoming increasingly difficult to
maintain this function. Most other communities require the entity running the function to either
provide the services, or pay a fee for the city to provide the services. Resolution 5490 would
allow the city to charge a fee to help offset the costs incurred in providing manpower and
equipment for parades and special events.
RECOMMENDATION: Approve a permit fee of $100.00 for parades and $50.00 for barricades
(street closures).

CHARGED BY THE CITY OF i APPLICANTS SEEKING TO MAKE OF
PUBLICCITY PROPERTY AND OF i
AN EFFECTIVE DATE.
WHER.EA.S, the City of Kalispell requires anyone desiring to make use of city property and public
right of ways for a parade or a special event to obtain a Parade/Event Permit from. the
City; and
WHEREAS, parades and special. events that utilize public right of way or city property generally
require additional manpower to put prudent public safety precautions in place and this
often calls upon additional city services; and
E EAS, the City of Kalispell has, in the past, employed the services of its public works
department to erect safety barricades for these parades and special events and absorbed
the costs for police overtime and manpower to direct traffic and oversee the events; and
WHEREAS, the Kalispell City Council finds that it is in the best interests of the City to charge a
reasonable fee for the permits in order to defray a portion of the costs of these parades
and events.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL.. OF THE CITY OF K.ALISPELL
AS FOLLOWS:
SECTION 1. The City of Kalispell Parade Permit and Special Event fees shall be as
follows:
Parade Permit Fee: $100.00
Barricade Fee: $ 50.00
SECTION II. This resolution will. become effective immediately upon passage by the City
Council.
