SUBJECT: Greenacres Court — wastewater Collection and Treatment Request

BACKGROUND: Greenacres Court (highlighted on the attached map) is experiencing failing
septic systems and has requested emergency TSEP funds to correct this problem by connecting
the mobile homes to city sewer. one of the Montana Department of Commerce requirements is a
written agreement from the city allowing this connection without annexation.
Council can authorize this via a motion and staff will develop the agreement, including the
standard waiver of annexation.
RECOMMENDATION: Council move to authorize the development and execution of an
emergency agreement between the city and Greenacres Court for connection to the city sewer
system.

The Greenacres Court mobile home park has requested a connection to the City's wastewater
collection system. This development would add 32 residential units to the wastewater utility.
The collection system serving this area was constructed between 1983 and 1997 with sufficient
capacity to serve anticipated growth. The main lines that will serve this area located in South
Woodland Drive, Eagle Drive and Kelly Road. The Kelly Road Lift Station (LS #S) serves this
area.
The collection system and the wastewater treatment systems have adequate capacity to serve this
proposed addition.
We have reviewed the City standards with Carver Engineering, who is representing the
Greenacres Court before the Site Review Committee. our initial discussions have focused on
the placement of internal collection lines. Two main options have been discussed. These are
outlined below.
Option l : Install an 8-inch collection line in Haven Drive and then install 8-inch lines in the
north -south streets, with individual services to each mobile home. This option would facilitate
the long-term operation and maintenance of the City mains by placing the mains in the roadway
and following the development standard, which allows a single service to serve a single building.
This option has a higher initial cost to the residents or developer, with a lower long-term
operation and maintenance cost to the City. This option follows current development standards
and is the preferred option by the Public works Department.
Option 2: Install an 8-inch collection line in Haven Drive and then install smaller service lines in
the back yards, with these service lines being shared by the homeowners. Carver Engineering
has presented this as the preferred option due to its lower initial cost to the residents. This option

does indeed have a lower initial cost, but will burden the residents with operation and
maintenance of shared service Lines, operation and maintenance of lines in yards and directly
adjacent to mobile homes, and will. increase the long-term cost to residents.
A hybrid of the two options has been proposed: to allow the installation of main lines in the
backyards with individual services to each mobile home. This would require a complex and
costly operation and maintenance approach; the City would have to receive easements for these
lines and then may have to operate heavy equipment directly adjacent to the mobile homes,
possibly cutting trenches within a few feet of the homes. This hybrid option present various
problems related to cost, liability and safety.
The Public works Department will continue to work with Carver Engineering to develop an
acceptable utility plan for the Greenacre Court.

I have the following questions/concerns regarding the information you sent to me yesterday before we can
consider an application for a TSEP emergency grant.
1. 1 will need to see a written agreement from the City of Kalispell allowing Green Acres to connect
without annexation.
2. Since the Cooperative is not an eligible grant recipient, please send me a copy of the agreement/letter
with Flathead Co. stating that they will sponsor the application on behalf of the Greenacres
Cooperative. If they agree, they would become the applicant and if funded, would sign the contract,
submit drawdown requests, and receive reimbursements, etc.
3. 1 need more information in breaking down the lot rent to determine whether the cooperative is
currently meeting their target rates for both water and wastewater or not. I have spoken to Andy Hyde
regarding this and the other questions and he said that he would work together with you.
