2. Award Bid - Chip Seal ProjectMarch 15, 2011 REPORT TO: Mayor and City Council FROM: Paul E. Burnham, PE, City Engineer SUB WCT: Award Bid — 2011 Chip Seal Project MEETING DATE: March 21, 2011 BACKGROUND: Each year the City performs significant street pavement maintenance typically as asphalt overlays or chip sealing of existing roadway surfaces to extend their service life. Chip seal pavement maintenance for 2011 will consist of chip sealing approximately four miles of city streets. Bids for the project were received from Pavement Maintenance Solutions Inc. totaling $188,770.14 and Knife River totaling $219,754.20. The engineer's estimate for the project totaled $188,940.00. The Special Street Maintenance and Gras Tax funds contain the budget for this work. The Project Manager's bid analysis and a list of the streets to be chip sealed are attached for reference. RECOMMENDATION: Award the Base Bid and Bid Schedule B for the 2011 Chip Seal Project to Pavement Maintenance Solutions Inc. in the amount of $188,770.14. ACTION REQUESTED: AT THE CITY COUNCIL MEETING OF MARCH 21, 2011, MOTION TO AWARD THE BASE BID AND BID SCHEDULE B FOR THE 2011 CHIP SEAL PROJECT TO PAVEMENT MAINTENANCE SOLUTIONS INC. IN THE AMOUNT OF $1889770,140 FISCAL EFFECTS: Expenditure of $188,770.14 from the Special Street Maintenance and Gas Tax Fund budgets. ALTERNATIVES: As suggested by the City Council. The Chip Seal Project consists of the streets shown on the attached list. Two bids were received. Bids were received from Pavement Maintenance Solutions Inc. from Columbia Falls, Montana, and Knife River from Kalispell, Montana. Both bids are in order and contained the required Bid Bond. The bid analysis is as follows: CONTRACTOR Pavement Maintenance Solutions Inc. Knife River BASE BID BID SCHEDULE B TOTAL BID $ 181,707.54 $75062-60 $ 188,770.14 $ 213 5049.20 $65705.00 $ 219,754.20 The Base Bid includes chip seal operations and the reapplication of permanent pavement markings. Bid Schedule B consists of installing interim double yellow centerline striping on Three Mile Drive and vest Evergreen Drive. The Engineers estimate for the Base Bid is $180,000.00 and $8,940 for Bid Schedule B for a total estimate of $188,940.00. Sufficient funding has been budgeted and is available in the Gas Tax and Special. Street Maintenance Funds to support the project.
