REPORT TO: Mayor Tammi Fisher and City Council
FROM: Jane Howington, City Manager
SUBJECT: Amending ordinance 1166 -- Administrative Code
MEETING DATE: March 7, 2011
BACKGROUND: The City of alispell's Administrative Code, Section 2-45, requires the
position of Public works Director to act as the city engineer and possess the proper education and
professional engineer (PE) licenses.
ANALYSIS: The Public works Director must be able to manage complex functions, have
knowledge of municipal budgeting, understand regulatory environments, and be able to manage
and lead a team of employees. Acting as the city engineer is not a mandatory function of the
director's position and therefore should be an option rather than a requirement.
RECOMMENDATION: Amend ordinance 1166, Section 2-45(E), to read: "Qualifications;
Must possess the proper education and experience to be able to adequately supervise a
professional engineer (PE) employed by the City and who shall act as City Engineer".
Respectively submitted,
Jane Howington
