SUBJECT: EPA Brownfields Revolving Loan Fund Grant Award
MEETING DATE: June 20, 2011
BACKGROUND: The City of Kalispell submitted an application to the U.S. EPA on
October 15, 2010, requesting $1,000,000 through the Brownfields Revolving Loan Fund
(RLF) grant program. Brownfields sites are those where expansion, redevelopment or
reuse may be complicated by the presence or potential presence of hazardous substances,
pollutants or contaminants. They include mine scarred lands, petroleum -contaminated
sites, and sites contaminated with controlled substances.
The EPA Brownfields Division has selected the City of Kalispell to receive a
Brownfields Revolving Loan Fund award for the purpose of creating a new lending
program offering property owners funds for cleanup of contaminated sites. This adds a
critical and complimentary component to the City's existing Brownfields Program so that
the City may work with property owners from Phase I, Phase II and clean-up planning
(under the Brownfields Assessment grant awarded in 2009) through actual cleanups, if
needed. This program creates jobs, both short and long-term, and serves to increase
economic development/redevelopment in the area. The Community and Economic
Development Department will work with our local Brownfields Steering Committee and
the City's Revolving Loan Fund Committee will review the loan applications and take
appropriate action.
FISCAL IMPACT: The grant award will fund $1,000,000 to create a Brownfields
Revolving Loan Program for loans from August 2011 through August 2016.
RECOMMENDATION: City Council accepts the EPA Brownfields Revolving Loan
Fund grant of $1,000,000.

the tasks to be performed. A workplan template is included to guilde you. YOU S110L1ld be able to
use most of the information that was submitted in vour grant proposal —just refomiatted - to

complete die workplan. Your Arorkplan and budgets should reflect the amount of funding you
have been allocated. -,.Nvh1ch is S1,000,000 ($700,000 for hazardous substance and $300,000 for
petroleum). If you, N��ould like feedback on your workplan and/or budget prior to your final.

Numbering System (DUNS) number when applying for Federal grants or cooperative
