SUBJECT: Reject Bid — 2011 Pavement Marling Project

BACKGROUND: One bid was received and opened for the 2011 Pavement Mfg Project.
The hid consisted of city wide roadway pavement markings and downtown business district
parking stall delineation striping, The Project Manager's bid analysis is attached for reference.
RECOMAIENDA.TIGN: Reject the Bid submitted by Promark Inc. in the amount $ 253,730.96
for the 2011 Pavement Marking project as excessive.
ACTION REQUESTED: AT THE CITY COUNCIL MEETING OF JUNE 209 2011,
MOTION TO REJECT THE BID SUBMITTED BY PROINC. IN THE AMOUNT
OF 253J30.96 FOR THE 2011 PAVEMENT MARKtNG PROJECT AS EXCESSIVE.

ALTERNATIVES: As suggested by the City Council.

Re: 2011 Pavement Marking of - i. Analysis and Recommendation
The 2011 Pavement Marking Project consists of restoring existing pavement markings (striping,
crosswalks, words and symbols) city wide. It also included the marking of the individual parking stalls in
the downtown business district.
Bids for the 2011 Pavement Marking Project were opened on Monday, June 13, 201 1. one bid was
received from Prornark Inc. located in Lolo, Montana. The bid was in order and contained the required
Bid Bond. The bid analysis is as follows:

My estimate was based on standard industry costs and on the bid amounts received by the City for
pavement marking operations over the past two years. The bid results for the 2011 Pavement Marking
Project exceed the anticipated costs by $119,136.92.
I recommend the City of Kalispell reject the bid from Promark Inc. in the amount of $ 253,730.96 for the
2011 Pavement Marking Project as the bid amount is excessive.
