BACKGROUND: The Kalispell Police Department is requesting capital
improvement expenditure from the Police Impact fund in the amount of $24,345.00. with this
money we will be purchasing a Digital Audio/ video System for electronic recording of forensic
interviews, and collection of evidence in two interview rooms and the booking area.
The current digital video recording system was purchased 10 years ago. Most of the current
system has begun to fail and become unreliable. Compatible replacement equipment for repair of
this system is no longer available. A functional video recording system is a legal requirement for
evidentiary and prosecution purposes as well as for civil litigation defense.
The new system is expected to function for at least 10 years. It is therefore eligible for inclusion
in the Police Capital Improvement Plan funded by the Police Impact Fee fund. Currently the only
projects listed in the Police Capital Improvement Plan are for expansion of office space which has
recently been largely accomplished through grant funding. Funds are currently available in the
Police Impact Fee fund to pay the purchase and installation costs of the new Digital Audio/Video
System.
RECOMMENDATION: Amend the Police Capital Improvement Plan to include the
purchase of the Digital Audio/Video System and approve the Impact Fee expenditure.

WHEREAS, the City Council passed Resolution 5441 on August 2, 201.0, finding the Capital
Improvement Plan [CIP] within the Final Report dated June 2010 to be appropriate and
adjusting the police services impact fees; and
WHEREAS, the Final Report on Impact Pees for Police Services dated June 201.0 recommended that
based upon the statutory requirement that only capital assets with a reasonable life of 1.0
gears or more be included within a CIP, only physical space needs for personnel was
considered; and
WHEREAS, a considerable portion of the existing space need requirements of the Kalispell Police
Department have been recently met through grant funding; and
WHEREAS, the Digital Audio/Video recording system utilized by the Kalispell Police Department for
over ten years has failed and requires replacement at a bid price of $24,345.00; and
E EAS, a Digital Audio/Video recording system is essential. to the police department, not only for
criminal prosecutions but for defense of civil claims purposes as well; and
WHEREAS., the Kalispell City Council hereby finds that based upon the actual use history of the
preexisting Digital Audio/Video recording system, a replacement with current technology
may appropriately be expected to be operational for more than ten years and should be
placed upon the CIP for the Police Impact Fee Schedule and made available for expenditure.
NOW, THEREFORE, BE IT .RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS
FOLLOWS:
SECTION I. That the Capital Improvement Plan for the Police Impact Pee Schedule shall
be and is hereby amended to include the costs of a Digital Audio/Video
System in an amount of $2.4,345.00.
SECTION II. This resolution will become effective immediately upon passage by the City
Council.
