BACKGROUND. The City of Kalispell intends to make improvements to the City's water
distribution system. These improvements were selected as priorities due to the restricted flow
and pressures in specific areas in the system. These projects will increase fire flows to existing
low -flow areas and include the installation of fire hydrants where these were not installed during
the original development. These improvements include the following five projects listed in the
current Water Capital Improvement Plan (complete list attached):
W-EX-28: Install an eight inch water main in West Colorado Street eastward from 5th Ave. WN
to U.S. Highway 93, thence along the highway to W. Utah Street. Fire hydrants will be installed
at appropriate locations along this water main.
W-EX--30: First Avenue EN - north of Arizona and east of North Main Street is currently
providing water service with a two inch water pipe. This piping does not provide the desired
level of water service or fire protection. An eight inch water main with fire hydrants will be
installed to provide adequate fire protection to this area. An eight inch water main will be
installed in First Avenue EN from East .Arizona. Street to North Main Street.
W-EX-31: Hawthorn Avenue to Two Mile Drive Loop - This project will enhance the fire
protection reliability for the Hawthorn Avenue and Two Mile area. The water main within
Hawthorn Avenue north of Two Mile Drive is not looped or tied to the eight inch water main in
Two Mile Drive. This project will install approximately 180 linear feet of eight inch water main
and appurtenances including pavement repair from the west end of Glacier Street south to the
eight inch water main in Two Mile Drive.
W-EX-154: 2nd Avenue WN Waterline Replacement - This project will replace the corroded six
inch water main on 2nd Ave WN between Washington St and California St. The project will
install 800' of eight inch water main and appurtenances on the east side of 2nd Ave WN,
reconnect services and fire hydrants, and includes pavement repair .
W-EX-132: East Arizona Pipe Up -Size -This project will replace two inch and four inch pipe in
E. Arizona and 1 st Avenue EN with eight inch pipe. The current Water mains (2" and 4") do not
provide the desired level of fire protection. The project will. install approximately 1,100' of Ss,
water main, reconnect service, and appurtenances including pavement repair.
Public works staff have designed, bid and managed projects of similar scope and scale. Recent
staff cuts and current staff workloads do not permit the Public works Department to complete
the design of these projects.
In order to facilitate the completion of these critical projects, the City advertised a request for
Statements of Qualification. On June 10, 2011, the City received eight Statements of
Qualification from the following local and regional engineering firms: Carver Engineering; CTA
Architects Engineers; Jackola Architects and Engineers; Morrison-Maierle Engineering; Robert
Peccia and Associates; Stelling Engineers; Thomas, .Dean and Hoskins; and Advanced
Engineering and Environmental Services, Inc.
The selection committee reviewed the eight responses and selected Morrison-Maierle
Engineering as the most qualified firm based on several technical and performance criteria.
Due to the smaller scale of the individual projects, the selection committee has selected a single
firm to complete the work. This will allow Public works staff to coordinate the work with a
single consultant and will create a certain economy of scale at the design, bidding and
construction stages.
ACTION REQUESTED: At Council Meeting July 18, 2011 — Motion to select Morrison-
Malerle Engineering as the Engineer of Record for the water System Improvements Project.
