Council Minutes - Regular Meeting - August 1, 2011Also present: City Manager Jane Howington, City Attorney Charles Harball, City Clerk Theresa White, Chief of Police Roger Nasset, Finance Director Amy Robertson, Public Works Director Bill Shaw, Parks Director Mike Baker, and Human Resources Director Terry Mitton. Mayor Fisher called the meeting to order and led the Pledge of Allegiance. A, AGENDA APPROVAL There was no discussion. The motion • r unanimously ,.CUISENT AGENDA APPROVAL 1. Council Minutes — Regular ular Meeting — July 18, 2011 Saverud moved to approve Consent motion There was no discussion. The motion carried unanimously ,: R.osie olesen, 320 Two Mile Drive ##207, remarked she is a Parks Department volunteer and the skate park is a disaster area with garbage strewn everywhere. She said she doesn't know what can be done, but it's obvious the kids have no respect for either the park or the taxpayer. 9 i; One joint offer was received for a 3,892 square foot parcel in Phase 4 of Empire Estates that is too small to efficiently develop as a park. Staff recommended the city sell the parkland to Richard Desch. and Michael Masa for $3,000. Howington gave a report and staff answered questions. Kenyon moved Resolution 5512, a resolution accepting and approving the offer by Richard Desch and Michael Masa to purchase 3,892 square feet of real property owned by the City of Kalispell and described as the park in Block 3 of Empire Estates Phase 4 for the sure of Three Thousand Dollars and authorizing the City Manager to execute all necessary conveyance documents. The motion was seconded. Council Discussion None. The motion carried unanimously upon roll call vote. W1 ROAD .............................. . ....... .......... ------------ The public works department requested the council authorize an agreement with Flathead County to allow the County Road Department to chip seal Stillwater Road between Three Mile Drive and Taelor Road. Shaw gage a report and answered questions. .I�r�siTa� Atkinson son moved council authorize the City Manager to execute the chip seal agreement with Flathead County for Stillwater Road. The motion was seconded. Council Discussion Mayor Fisher commented she is pleased to see the city and county working together. The motion carried unanimously upon vote. Howington reminded everyone about a decision made last year to no longer allow city streets to be blocked off for personal block parties. Howington also informed council that the city received. a Certificate of Achievement from C-FOA and that the new Procurement Manual is officially in use. Kalispell City Council Minutes Aucrust 1, 201.1 Pacre 2 Mayor Fisher announced there will he a bicentennial celebration for Howse House this Saturday in Lawrence Park. In response to a question from. Zauner, staff was asked to request that the county spray for mosquitoes in Lawrence Park.
