*Suzanne Faubert's term expired on 04/30/2011. Suzanne submitted a request to extend
her term and was approved by the City Council to continue until04/30/2015.
Activities throughout the year:
• The Mayor and City Council reinstated the Urban Renewal Agency (URA), which
started meeting on August 11, 2010.
• 17 meetings were held throughout the 13 months.
• Attendance of meetings as follows:
o Chairman, Marc Rold — 14
o Vice Chairman, Tom Lund — 16
o Member, Suzanne Faubert — 14
o Member, Shannon Nalty — 17
o Member, Richard Kuhl —17
• All members have been very involved with the City of Kalispell staff at meetings.
This included first getting familiar with the Tax Increment Financing (TIF)
Districts within the City of Kalispell and getting themselves familiar with the state
statutes governing TIF Districts in Montana.
® The URA has submitted 5 motions recommending to the City Council to act on
items within the TIF Districts in Kalispell, of which the City Council has
approved all these actions. The recommendations are as follows:
0 10/27/2010: Recommending to City Council to approve a distribution of
$21,050.66 to fund a fiber optic line extension in the South Kalispell TIF
District for Avail TVN.
0 05/04/2011: Recommended to City Council to approve a distribution of
up to $110,277.66 to Glacier Investment Properties (GIP) for future SID
payments in the Old School Station Technology TIF District in the form of
a refund to GIP after they make their tax payments for the next 10 years.
0 06/22/2011: Recommended to City Council to approve a distribution of
$20,982.00 to fund a fiber optic line extension in the West Side TIF
District for TeleTech Services, Inc.
0 06/22/2011: An early distribution of $465,000.00 of funds from the West
Side TIF District to the taxing entities.
0 08/10/2011: Recommended to Council to consider extension of the West
Side Urban Renewal Plan.
• During the later part of 2010 the City Staff reviewed the West Side TIF District
properties and found 88 properties that were not coded properly by the
Department of Revenue and worked with the Department of Revenue to have
these properties properly coded and added to the West Side TIF District.
• Significant contributions have been made from the following City staff members:
Jane Howington, Charlie Harball, Tom Jentz, Katharine Thompson, Aimee
Cooke, Sean Conrad and Wade Elder.
