Attached are two mernos from Jim Hansz concerning questions raised at the last Council work
shop. There are several other alternatives being explored and those options will be presented

Subject: Number of Meters Changed
During the council meeting last night Councilman Hafferman asked ow many meters
have been changed, to date, under the phased meter replacement program.
As of 15 April a total of 4,727 meters have been replaced. As of the same date there are
6,799 service connections. We intend to install 2,072 meters as the final phase of the change -out
program. Our goal is to complete this by end of next year but this will depend on how growth
related work affects our install crews.

Subject: Alternative for Backflow Prevention
During the work session last night it was apparent there was no consensus of support
from the City Council for changing the long running practice of installing meters inside homes.
Staff was asked for an alternative in lieu of the insulated meter curb boxes that would provide
backflow protection, which was determined by City Council to be a worthwhile goal.
Existing services inside homes can be fitted with a backflow valve ahead of the meter.
This would require a plumber to install and should be accompanied by an expansion tank on the
water heater. Using material costs provided by Hughes Supply and information from. Flathead
Builders Association we estimate this can be done for the following approximate cost:
Double Check valve: $15.00
Expansion Tank: $75.00
Two Hours Labor ($40/hr.) $80.00
Total $170.00
