Minutes from June 12, 1996 Meeting
The meeting began at 4:00 p.m. Present were: Mike Baker, Larry
Gallagher, and Al Thelen (staff), Gib Bissell, Walt Nolte, Tom
Reynolds, Keith Robinson, and Art Thompson. Also present were:
Bill Heuson from Diamond Air, Mike Strand from Strand Aviation, and
Dennis Carver from Carver Engineering.
Council is interested in knowing the opinion of the airport board
as to the sale or lease of land at the airport. As Larry has
previously stated, the lease process may insure longevity but may
not raise enough immediate funding to be able to supply the
improvements for the airport. Gib suggests that the number one
goal is to raise the 2.1 million dollars needed; (2) retain as much
as you can by leasing if you can; and (3) sell what is needed to
finance the bond. Mike said we,can protect the investment through
an appropriate airport plan that would cover the operation and
capital costs down the road. Larry presented a summary of tax
increment, issuing bonds, and annexation issues regarding the
airport. Gib states that two concerns of the Airport Advisory
Board are: (1) Maintain enough revenue for ten years down the road
for the airport; and (2) maintaining control over the neighborhood
so it doesn't infringe on the airport. Mike addressed this
earlier, stating we can put any restrictions that we want when we
sell the land. In other words, don't sell to a developer, as his
intent may not be a money maker for the airport. This can be
controlled with zoning regulations.
Mike stated that what he is hearing is that it is basically the
consensus of the advisory board that the sale of the property at
Daley Field is essential to move the project along. (Verbal "yeah"
from group as a whole.) Gib adds: By virtue of the fact that it
is essential to raise two million dollars and that's the collateral
for the two million dollars. Mike: Because it's essential for you
to see the improvements completed. Gib: It is a legitimate
concern that we have enough lease money to carry on, and we're
hoping that Airport Road and the soccer fields are going to fill
that need. We're still waiting on the finished assessment from
Peccia. Budgets and the best and worst case scenarios are
discussed. The board needs to identify the role of a part-time
airport manager with aviation experience, who can coordinate the
maintenance that is going on, be sure the billing is being
delivered, develop contracts for mowing, lighting, etc., have
communication with F.B.O.'s, etc. The salary range would be $8,000
to $10,000.

Al informed the board that July 1 may not be the exact date that
the authority can be established. The City Council needs to
control the land in the tax increment area for a time period, but
we may be able to establish the authority board with the
restrictions on the land. We would continue with the advisory
board as it is until the authority is put in place. Discussion was
held regarding the public hearing scheduled for Monday night.
The board will go over all the draft plans at the next airport
meeting.
The next meeting will be Friday, June 21, 1996 at 2:00 p.m.
