Minutes from February 7, 1996 Meeting
The meeting began at 4:00 p.m. Present were: Mike Baker and Kathy
Kuhlin (staff); Gib Bissell, Tom Reynolds, Keith Robinson, and Art
Thompson. Dan Johns was also present on behalf of the ballfields.
Jay Billmayer's bill was discussed. Gib and Art will discuss it
with Jay. The airport report and map were distributed and
discussed. Gib suggested that all money from the sale of Haven
field go to the baseball fields and all airport property go to the
airport. He believes that tax increment is the best approach. Mike
Ferguson is setting up an appointment to meet with Lowell Johnson.
Gib is going to the Aviation conference. Art and Mike said they
will also try to attend. Kim Potter will send a letter in support
of the airport. Perhaps letters of support can be obtained from
the Forest Service, the Family Fly In group, the Mountain Flying
group, Bonanza, and the Civil Air Patrol. The airport needs to be
a part of the National Plan for Integrated Airport Systems (NPIAS)
for the FAA to fund the airport. They would pay for the survey.
If determined to be a good idea, they fund 90% and the city funds
10%. Gib can be the board's spokesman at the work session.
Discussion of revenues was held. Dan Johns discussed his
anticipated presentation to the council and the baseball packet
they will distribute. Dan described it as a win -win situation.
The board agrees that there will never be another ballfield or
airport like these in the State of Montana. Recreate or
incarcerate?
The lease on the west half is up this month. The lease on the
south half is not up until 1997. Tom asked and Dan Johns explained
how the bypass affects the Grosswilers. Other proposed
baseball/soccer land sites were discussed and determined to be
unfeasible. City versus county users are discussed.
The meeting was adjourned at 5:20 p.m.
A special meeting is scheduled for Tuesday, February 27, 1996 at
4:00 p.m.
