12/11/96 Airport MinutesAIRPORT ADVISORY BOARD Minutes from December 11, 1996 Meeting The meeting began at 4:00 p.m. Present were: Mike Baker and Kathy Kuhlin (staff), Gib Bissell, Jim Lynch, Walt Nolte, Tom Reynolds, Keith Robinson, and Art Thompson. Also present were Jerry Burden and David Burden from the Civil Air Patrol; Winston Major from Aero-Craftsman, Inc.; and Skip Faulkner from Strand Aviation. Larry Gallagher from the City Community Development Department attended briefly to answer a few directed questions. Discussion was held regarding the radio towers. Mike mentioned that Mr. Gabbert said for the City to "do everything feasiblely possible within reason" (a show of good faith) regarding the towers. A review discussion of the meeting with the FAA was held. Couldn't spend FAA money on surrounding land or towers. Kalispell's airport and one other airport are on the top of the FAA list for funds in Montana for non-commercial airports. When questioned about their time frame, they indicated there could be paving on the airport in 1998. Gib stated the radio station indicated that maybe strobing the towers is the way to go. Mike suggested we show all avenues for dealing with the towers, i.e. strobe the towers, move them, buy KGEZ (is it feasible or economical). Mr. Gabbert and Mr. Johnson agreed that a B-1 airport would be O.K., but would like it upgraded to B-2 standards some time in the near future. Mike stated that we (1) need to get back with the FAA as an Authority or Commission and let them know who is going to manage the airport; and (2) need to have someone attend the next KGEZ Board Meeting scheduled for Tuesday, December 17 at 7:30 p.m. Discussion was held regarding an Airport Authority versus an Airport Commission. The consensus of the Advisory Board was to request appointment of an Airport Authority Board. Discussion was held regarding the Board's recommendations to the Council and items for consideration. Larry Gallagher discussed land sale proceeds. The FAA will deal with whomever has the ability to sign documents and who owns the land. They will pay for all on -airport improvements. The meeting was adjourned at 5:10 p.m. The next scheduled meeting will be with the City Council at the December 30th Work Session on Monday night at 7:00 p.m. in the Council Chambers.
