Minutes from August 1, 1996 Meeting
The meeting began at 2:00 p.m. Present were: Mike Baker and Kathy
Kuhlin (staff), Gib Bissell, Reed Lamb, Walt Nolte, Tom Reynolds,
and Keith Robinson.
The Airport Layout Plan (ALP) is reviewed and discussed. Walt
moved to adopt the Rules ,and Regulations, Leases, Hangar
Construction and Design Standards, the Airport Layout Plan,
Financial Plan, Time Line Plan, and the Airport Manager job
description. Discussion was held, and Tom seconded the motion.
All members were in favor and the motion passed unanimously. The
Rules and Regulations and the leases need to be reviewed by Glen
Neier, City Attorney.
The Board will need to wait on hiring an Airport Manager until the
funds are available to pay his salary. The Manager position would
be through the City so as to offer our benefit package. The
position would be offered in-house first, with the Airport
Authority having final approval. The City could go forward with
hangars being built. We need a memo from Glen stating that he has
reviewed the leases and the Rules and Regulations, and that
everything is in order.
The Board will request the Mayor/Council to invite Dave Gabbert
from the Helena F.A.A. office to come to Kalispell to discuss with
the council how to obtain F.A.A. funds and also having our airport
listed in NPIAS.
The meeting adjourned at 2:50 p.m.
The next regular meeting will be Wednesday, September 11, 1996 at
4:00 p.m.

Thank you for your letter of August 6 (received August 16) regarding Kalispell City
Airport. We have not yet received the Airport Layout Plan drawings. When these
drawings are received and we have reviewed them we will contact Mr. Gib Bissell of the
Airport Advisory Board to set up a meeting in Kalispell.
At that time we can discuss further actions that may be taken to provide our assistance
and what our role will be regarding the airport. One action that should be accomplished
soon will be to conduct an airspace analysis of the proposed layout that is being
developed. We would propose to do this after our review of the drawings and the
meeting has been held so any changes could be incorporated into the drawings. We still
have concerns regarding the tall towers south of the airport and the airport's location
"close -in" which results in a potential for noise impacts to the surrounding built up areas.
We plan to continue working with you, the Advisory Board and the Authority in
providing our assistance for this airport. As a minimum, this assistance would consist of
advisory services. However, this assistance could include possible listing in the NPIAS
and future financial support depending on various factors such as the proposed layout
meeting standards, airspace review results, etc.

I wish to express my concern over the proposed airport expansion. I reside north of the airport
where the noise from the planes landing and taking off is very loud and very much annoying.
Many, many times the loud noise from the planes have awaken my young children. Just this
morning they were woken up by a plane at approximately 6:30 a.m. The noise is often so loud
that it shakes the house. I feel anything that would increase the air traffic over homes in this
area is unfair and should not be allowed. Please make every effort to reduce the traffic and/or
noise that you possibly can.
