11-12-97 Airport Minutesamcf' Minutes from November 12,1997 Meeting The meeting began at 4:00 p.m. Present were: Mike Baker, Clarence Krepps, and Kathy Kuhlin (staff), Gib Bissell, Reed Lamb, Jim Lynch, Tom Reynolds, Keith Robinson, and Tom Weaver. Also present were Mike Strand from Stand Aviation, Bill Hewson from Diamond Air, and Stephanie Ryan from Senator Conrad Bums office. As part of the Master Plan, the FAA is requiring the City, as an initial step, to adopt the Disadvantaged Business Enterprise (DBE) Plan. The threshold for the DBE is $75,000. We have completed the plan requirements and will be submitting it on Tuesday after Council approves it this coming Monday night. While the DBE Review Board is reviewing this, we can still proceed with the Master Plan Proposal Review Study after our DBE Plan has been submitted. We will contact Neal Consultants or Stelling Engineers on Wednesday or Thursday to start the review study. Gib gave an update on the FAA Fly -In, and we discussed the future coordination meeting with the Police and Fire Departments prior to the Fly -In. State grant money is available, but we need to submit our application by January. Possible requests were acquisition of property, seal coating and painting of runway, obtaining maintenance equipment such as a plow or mower, possibly moving S.R.S. garage, purchase of Beaver's property and/or Thomas' hangar. Gib will check with the State on whether the grant is a 50/50 grant; Mike Baker will check on sources for mowers, and Dick Brady will check on the plows. Mike Strand checked with the State Aeronautics Board about a grant for a Pilot Briefing Center and they said that it's a separate grant program, but it is not available this year. Bill Hewson mentioned a brand new building that is located on the airport that he believes does not comply with a B-2 zone. Stephanie Ryan on behalf of Senator Bums voiced the interest of the Senator in the progress of obtaining Federal funding for the City Airport. She requested a letter of update to pass on to Senator Burns. She also offered any support that Senator Bums could give to bring about a timely completion of the Airport Improvement Project.
