The meeting began at 3:30 p.m. Present were: Mike Baker and Kathy Kuhlin (staff), Gib
Bissell, Jim Lynch, Tom Reynolds, Keith Robinson, and Art Thompson.
The Federal Aviation Administration (FAA) approved our Disadvantage Business Enterprise
(DBE). We received two proposals - one from Neil Consultants, Inc. and one from Stelling
Engineers, Inc. Of these two, Stelling, cost of $1,850, looks better than Neil, cost of $850,
as Stelling has more extensive aviation experience. The FAA will pay 95% of this cost. The
board unanimously recommended Stelling. Keith Robinson abstained due to a family
relationship with Neil.
Discussion regarding the Master Plan was held. After the Stelling report is submitted and
if it comes in within 95% of Morrison-Maierle, then the Master Plan will proceed forward.
Regarding our state grant, Gib spoke with Redge Meierhenry from the State Aeronautics
Board and he said that we need to have 50% match money regarding our plow, mower, and
fog seal requests. However, Mike Ferguson, Montana Aeronautics Division, had previously
discussed this with Gib and said the State has done 100% grants for equipment in the past.
He also said that he felt the fog seal request was "a done deal", which entails the cost of
$2,000 State Grantl$2,000 Airport Budget money. They may or may not approve the other
requests.
The board discussed meeting with the new council members and new Mayor. Mr. Krepps
had suggested to Kathy previously that the board meet with the Council at a work session in
late February. The Advisory Board discussed the possibility of bringing the new members
up to date at the next Airport Authority Board meeting. Gib will speak with Clarence
regarding this.
Regarding signs, Tom Reynolds said they need to be Federal Air Regulation signs alerting
pilots that there are towers to the south (one on each end of the runway). Gib will ask Monte
at Glacier International if he has any suggestions as to where they get their signs. We will
also need three signs - one on 18' Street, one on Third Avenue, and one on Airport Road by
the Quick Lube.
Jim Cooney from the FAA said they have an FAA Fly -In Web Site, and there have been
many inquiries into the Fly -In scheduled for July 17, 18, and 19, 1998 here at Kalispell City
Airport.

The State Aviation Conference this year will be in Billings, February 26' through the 28'.
The next Fly -In Meeting will be scheduled during the conference on Saturday, February
28th.
The next regular meeting will be Tuesday, February 10, 1998 at 4:00 p.m.
