Therefore, could we have the authorization to proceed with the advertising of this position since the City Council/Authority Board approved the hiring at the last Authority meeting. We suggest that the interview committee be composed of one member from the Airport Authority Board, one member from the Airport Advisory Board, and Personnel Specialist Marti Hensley. The Advisory Board also voted to proceed with going to bid on airport perimeter fencing materials. Can you authorize either Public Works or Parks Department, whichever is appropriate, to seek bids on this material and to begin surveying the area. The Airport Advisory Board has information concerning Federal Aviation Regulations pertaining to fencing and would be happy to work with whomever you designate for this project. General Statement -- Duties and Responsibilities: The person in this position is responsible for coordination of all activities relating to operations, maintenance and administration of the Kalispell City Airport. II. Specific Statement -- Duties and Responsibilities: A. Plans, organizes, directs, assigns, schedules and supervises park and street department staff or provide contractors in the construction, development, repair and maintenance of the Airport facility, including the runway, taxiways, tie -downs, air park, fixed base operators area, hangars and turf areas. —_ B. Prepares annual budget, financial reports, airport activity information, statistical reports and monitors expenditures, supervises purchases of supplies, equipment, and materials. Prepares financial and operating statements including revenue statements and billing of the FBO's, user fees, hangar leases, tie -down fees and aviation fuel tax. Initiates airport capital development and maintenance projects. Acts as project manager during airport construction. Updates lease information for airport tenants and insures that all tenants follow the conditions of their lease. C. Pursues airplane hangar development. Negotiates and prepares documents for hangar leases with direction from City Attorney. D. Determines land use priorities in conjunction with the Airport Authority in dealing with proposed hangar leases, tie -downs and multiple use concepts of airport property. Plans layouts and directs improvements of facility construction. E. Inspects condition of airport for compliance with Federal Aviation Standards and Safety. Prepares and submits to the FAA the airport operations manual and the emergency operations plan as necessary. Implements and insures compliance with these manuals at all times. Also inspects the airport periodically and issues Notices to Airmen to the FAA concerning conditions affecting airport safety. Also directly supervises and trains the airport and local Crash/Fire/Rescue Departments, and airport volunteers, and insures that the Department maintains the highest level of personnel and equipment readiness. F. Prepares and submits to the FAA an Airport Security Plan and implements this plan as necessary. G. Requires fi-equent contact with general public, airport users, and agency personnel in administration of facility. H. Performs other duties as directed such as: assist with aviation seminars, search and rescue, rates and charges surveys, newsletter articles, and other services and programs. I. Applies for federal and state grants in obtaining revenue for airport management, when available. J. Maintains airport turf area for weed control and turf management. Schedules work crews and work programs in maintaining runways, tie -downs, taxiways, hangar areas, and roads and grounds on airport facility. Establishes snow plowing priorities, and frequency standards. Coordinates with Street Superintendent or provide contractors for scheduling crews. Also supervises or personally performs maintenance on all airport buildings, runways, taxiways, and associated paved surfaces and related facilities. Examples of such duties include: snow- plowing, mowing, general carpentry, asphalt crack sealing, fence building, electrical repair of runway lighting systems, aircraft ground power units, standby field electrical generator, two- way radios., building electrical systems, etc. K. Prepares and presents verbal and written correspondence reports, maintains files on all pertinent data. L. Maintains contact with Airport Authority, Mayor, city Manager, and Council to update on operations improvements, proposals and progress. Establishes and maintains effective working relationships with other employees, supervisors, and the public. M. Prepares and presents programs oriented to public groups, school groups, commissions, committees and other agencies. N. Maintains familiarity with current periodicals, research, and professional literature pertinent to various aspects of airport administration. O. Identifies and reports accordingly on potential problem areas, providing supporting factual evidence and-ecomm,.-nded action to the Airport Authority and City Manager. P. Airport responsibilities fall under the Airport Authority. III. Kno,A7led-,Ye Skills and Abilities. - Must be completely familiar with all phases of aviation, management, crash/fire/rescue and security operations typically encountered in managing a general aviation airport. Must be able to exercise good judgment in handling any airport emergency, negotiate with airport tenants, and have the knowledge and ability to supervise or perform the necessary airport maintenance functions. Must be able to effectively comnnInicate the written and spoken word. A. Knowledge of current maintenance practices A ith turf management, weed control and asphalt. B. Knowledge of real estate values, appraisal, and options. C. Knowledge of report writing and accounting procedures. Interpretation of blueprints and specifications. D. Knowledge in methods of supervision, personnel policies and procedures. E. Ability to communicate with private pilots, public commercial operators and aviation professionals. F. Knowledge of principles, objectives, practices and procedures of public administration. IV. Education and Experience: Bachelor's degree —in an aviation related field and four years experience in airport administration or eight years of a combination of education and experience with an extensive aviation background. V. Supervision: Reports to both the Airport Authority and to the City Manager.
