11-10-87 Parking Comm MinutesIJ PARKING COMMISSION MEETING November 10, 1487 City Hall/Conference Room 4:00 PM MEMBERS PRESENT: Chairman Gordon Pirrie, Bob Ivey, Collin Wills, Gary McCarthy, ,,,and Steve Cooney. OTHERS PRESENT: Police Chief Ad Clark, Mayor Kennedy, Wayne Saverud and ten Uptown business owners. Chairman Pirrie opened the meeting and asked of anyone wanted to address the commis- sion,. This opened a lengthy discussion by the business persons attending on the parking problems/abuses in the uptown area by employers/employees, etc. Chairman Pirrie thanked those attending for their input, concern and time, and then invited them to attend future meetings if they wished. Parking Permits/Tickets Gordon stated that the courtesy tickets were used for awhile this year but were being misused, reused, stolen off vehicles,'etc. The next parking tickets printed will include a box to check for courtesy ticketing as well as date and license number so these problems will be solved. Gordon also stated that he would like to see free parking in lots and on streets from Dec. 14th through Dec 26th. The commission agreed and asked the secretary to draft a letter of request to the council requesting no ticketing during this time as well as the Dec. permits being sold for half price and those already purchased being re- funded by half. It was suggested that during this two week period the metermaid and a police officer visit business and talk with employers/employees about parking abuses, and distribute a position paper drafted by the commission as well as maps of all parking lots. A media campaign to apprise everyone of the parking situation was also discussed. Gordon asked Chief Clark about the possibility of staggering the metermaids hours between 8am - 4pm, 9am - 5pm and loam - 6pm. This would stop early morning offenders from staying in one spot too long. Chief Clark will look into this possibility. All those in attendance agreed that if the lot permits were made low enough the offenders would be drawn to them. Making out -laying lots free was also discussed. Other suggestions: Possibly having no permits sold between 1st Ave E. and 1st Ave W keeping that area as 2 hour free parking. Selling half of some lots to permits and keeping half metered on a trial basis. A request from Chuck Manning of Arts in Company, 227 Main to lease four parking spaces in the KM parking lot was discussed. It was agreed tha.t this lot is a high impact area and the First Federal lot would be a better idea. The commission asked the secretary to send a letter to fair. Manning suggesting he lease in this lot on a 90 day trial basis, stating that if he would be interested in the Methodist Church . lot it would be at a reduced rate and for a longer period of time. Parking Commission •Nov. 10, 1987 page 2 Eagles Lot Loan Repayment A letter from City Accountant was read, stating that there arenot enough funds at this time to pay off either of the two loans. It was decided to make upcoming payments and study other options next year. KDC letter The KDC has asked the commission to set aside an afternoon in the near future for a workshop with representatives from the Commission, KDC, City Officials and Councilpersons to try to put together an overall plan for implementation to help resolve parking problems. The Commission agreed and this work session will be scheduled as soon as possible. It was also decided that the APCOA parking proposal as well as offers of property to the commission would be discussed after this workshop. Mayor Kennedy brought to the commissions attention the request for reimbursement by a lady who's car was damaged by rebar sticking up in the KM parking lot. It was agreed that should be the responsibility of lot owner. Collin Mills made a motion to hold out amount of damages from the owners share of revenue, motion was seconded by Chairman Pirrie and carried. This will be brought before Council at next meeting. Ken Yachechak asked the Commission to make a decision on his offer to sell the Montana Building lot (24 parking spaces - for $35,000) to the City. He stated that if there is not a decision by January 1, 1988 he will rescind the offer to sell. They have people willing to lease these parking spaces now and will lease privately and maintain the lot themselves if the City is not interested. The meeting adjourned at 5:50 PM
