Councilmn Grainger chaired the meeting, with councilmembers Manning and
to Nystul attending. Also attending were Mayor Kennedy and non -union
employees Larson, ldaggener, Plarbeck, Hammer, Drent, Neier, Hyde, i.ScDowell,
Robertson, Zavodny, Brady and Halver.
Councilman Grainger referred to the proposal presented by the non -union
employees and asked who all was included. Clerk/Treasurer Halver reported
the Elected Officials and the Police Lieutenants are not included.
Grainger then read Items 1 and 2. Halver reported the raises could be funded
from the 86-87 fiscal year if done promptly. There is sufficient budget
available.
Grainger then presented Item 3 and he was given an explanation of the staff
members covered by this request.
Paragraphs 4 and 5 were discussed and Grainger asked if the group would agree
to cork with the Personnel and Policy Comr,ittee on these two proposals. The
group was agreeable and the other councilmembers in attendance concurred.
Councilman Nystul reviewed past history of management salary--664termination
and spoke in favor of developing a salary matrix. He commented he hoped the
matrix would not preclude any merit increases. fie was told this would still
be possible.
Grainier suagested Items 4 and 5 be brought before the council for assignment
• to a committee to begin working on. Manning and Nystul agreed.

Clerk/Treasurer Halver was requested to put this on the council agenda for
the July 20 meeting.
Grainger asked if the members present wanted to act on the other three items
now. He was concerned he didn't have a majority of the council present.
Councilman I7ystul offered to go present the proposal to Councilman Saverud.
Men 17ystul returned he said Saverud preferred to have the council members
meet and discuss items 1, 2 and 3.
Grainger then had councilmembers Ruiz, Saverud and Hafferman contacted and
they agreed to come in to meet now.
After Councilman Ruiz arrived and read the proposals, he suggested the
secretarial salary changes be made retroactive to July 1, 1986. The other
councilmembers agreed and Item 3 was changed to accomplish this.
Councilman Grainger asked for the vote of the members present regarding
approving items 1, 2 and 3 now and asking the council to refer items 4 and 5
to committee. Councilmen Grainger, Manning, Ruiz and Nystul all voted aye.
Councilwoman Hafferman arrived and had the proposals explained to her. She

then voted yes.
CGuncilman Saverud then_ arrived and the changes in Item 3 were explained. He
sugcested Items 1 & 2 .e combined and he referred to as a three per cent
raise. Saverud also voted yes.
Fire Chief Larson thanked the council and -mayor for taking the time to listen
to us and consider and accept the )ro_osals. Ross Plambeck said the chance
to talk to the council relieved a lot of frustrations.
Councilman Grainger adjourned the meeting at 5:40 pm.

Dear Councilmembers;
Most of the non -union employees of the City have been working together and
have developed the following requests regarding salaries and benefits for the
non -union employees.
1. We request we be given a two percent pay raise for 1986-87 with this
raise being retroactive for the fiscal year. This request is based upon the
offer made by the city to the firefighters and found acceptable by the
arbitrator who settled the Firefighters contract.
2. We ask for a one percent experience increment for the same fiscal year
and also retroactive for the fiscal year. This request is based on the new
service schedule adopted by the council for the Police bargaining unit.
Their contract provides for an increment of 265.20 per year and our request
would average about that.
P1so, the non -union employees have not received any longevity consideration
for several years while the bargaining unit employees have received it each
year.
Our requests would cost the city about $11,838.00.
• 3. lie ask that the City's three non -union secretaries be given the salaries
and increments that they would receive udder the salary ordinance for the
City Clerk classifications. This would cost about $1,200.00.
4. For 1987-88 and future years, we ask the council, or a committee of the
council, work with us on a salary chart to be incorporated in the salary
ordinance ,v�ich would --establish the base salary for each position and a
standardized experience increment for each year of service.
We feel the development of this "matrix" would simplify the council's
work on non -union salaries each year since they would only need to
determine a uniform percentage change in the base salary each year.
This system would also readily define the salary of any promoted or
replacement administrator as the base plus any years of service they have
with the city.
5. We suggest all management level employees have employment contracts
drafted which include job descriptions and all special benefits and
requirements related to these positions.
