A committee meeting was held August 6, 1990 at 2:00 p.m. in the
conference room at City Hall. Chairwoman Moses presided and
Councilmen Buck and Gunnerson, Mayor Hopkins, PWC Hanson, C/T
Robertson, PD Baker, Doug Rauthe, and Larry Gallagher were in
attendance.
AIRPORT
Mayor Hopkins explained one of the things that we would like to
discuss is perhaps authorizing an appraisal of the property.
Clerk Treasurer Robertson explained Pat McGregor from Re/Max
Realty has discussed that he has a person interested in the city
airport. The man is from California and he is a developer and he
would like to look into a redevelopment project for the airport,
with the intention it remain an airport. His background is that
he has done this in several other cities. The realtor has
contacted the Secretary of State from the the state of California
and he has the funds or ability to do what he is talking about
doing, which is an investment of anywhere from 30-50 million
dollars. He builds corporate jets, he may be bringing a
manufacturing business to the area, which would create jobs. He
is interested in finding out if we have a master plan for the
airport, he is willing to conform to whatever master plan the
city does have.
According to PD Baker, there is a mini -master plan that was
developed in the mid -eighties.
Robertson said she has given the realtor some maps of the
airport. The interest would be in purchasing the property south
of the airport so he could extend the airport about 500 feet. He
does not want his name released at this point, he wanted to know
the feasibility. It came about because of the articles in the
paper about the airport debt and the problems the city is having
maintaining the airport and he would not want to invest here
unless he is positive the airport would remain an airport. He
would probably be interested in a lease or purchase.
Larry Gallagher suggested notifying Mike Furguson, Montana
Aeronautics, for more information and to see what revenue
enhancement possibilities might be for the city use.
Gallagher stated rather than ordering an appraisal now, it would
be better to start gathering all the impacts that affect value.
All of the income and all of the expense information at one
central location so that you can evaluate and then project with
the fixed base operators and others that have an interest in it.
I would not order an appraisal until it is known how he intends
to and wants to use it. He said there are alot of issues that the
city could start gathering information on, the more the city
does, the less costly it will be for the consultant.
Buck moved to to notify the developer that the city would
entertain consideration fo the proposal for lease and or sale of
the airport property and take to the council. Gunnerson seconded
the motion.
There was more discussion.
Gallagher said to first get an accurate survey and description
of the property.
Upon vote, the motion carried.
The meeting was adjourned at 2:50 p.m.
