Dansz, P.E., Public Works Director 1 City DATE: February S, 2005 Highlights of monthly activity for the operating divisions of the Publii Department for the month of January 2005 are as follows: ENGINEERING DIVISION • Provided testimony in Helena for state legislators regarding proposed Garvee bond legislation, HB 451. • Completed compilation of installed infrastructure quantities for development projects constructed in the last half of 2004. • Began preliminary budget process, reviewed capital requests from various PWD divisions. • Initiated task order #2 to consultant to do preliminary design report for Whitefish Stage sewer project and. conducted conference with consultant and staff. • Reviewed capacity of Fairway Blvd. sewage pumping station. This is the station that will have to be upgraded in the future as Whitefish Stage north of Reserve begins developing. May require an eight inch diameter force main to handle the future flow rate. • Reviewed Daley Field — Lot 3 ston-n water drainage plan submittal. • Held conference with engineers on four residential developments proposed for Three Mile Drive west of Stillwater Road. • Held conference with surveyor on water and sewer mains proposed through Section 36. This is for the Kalispell High School. • Reviewed plans and specifications for Clarifier upgrade for the WWTP. • Advertised for bids on the WWTP clarifier project. • Researched storm sewer plan for the Daley Field development. Notified Rosauers of their obligation to tie their storm sewer facility into the recently completed U.S. 93 storm sewer system. • Attended meeting of the utility owners regarding the status of the Meridian Road dry utility construction. • Attended meeting of the stakeholders regarding the U.S. 93 :Bypass location through Section 36, reviewed geometry and intersection design proposals. ENGINEERING DIVISION continued... • Assembled and updated plans and specifications for the Noffsinger Springs Lead Abatement Project. Bids will open on February 10"'. Seven known lead abatement contractors will be mailed the plans and specifications. • Prepared drawing for the water main connection to connect Lone Pine View Estates water main to Stratford Village water main near 121 Denver Avenue. This will aid the flow to this area. According to the plans we have in house, this connection involves the installation of approximately five feet of 8" water main and opening two valves. • Reviewed status of MDT Traffic Impact Report for Kelly Road signal with developer's engineer. • Held pre -design conference with engineer on a proposed 40 lot residential development at the Northwest corner of the intersection of Three Mile Drive and Stillwater Road. • Attended a work session of the City Planning and Zoning Board to discuss street lighting in subdivisions. • Conferred with engineers and Tri-City Planning on the City's utility service area and recent rapid changes due to growth. Adjustments in population/employment projections are needed to ensure accurate utility demand estimates. • Held conference with engineers regarding the status of the design for the upgrade of the Grandview sewage pumping station. • Began preparation of construction drawings for the WWTP storage building. Visited the site and met with WWTP employees to determine .final building schedule and location. • Visited storage reservoir site with Ben Van Dyke from the Water Division. This year's budget calls for the replacement of an 18" water line between reservoir 41 and reservoir ##2. • Reviewed bus accident at Hedges Elementary School in the new loading zone. It appears that a slight modification to the zone will need to be made to accommodate the loading/unloading of the special needs students. • Attended meeting with Montana Department of Transportation and developer regarding auto sales lot proposed in the northeast quadrant of the intersection of U.S. Highway 93 and Reserve Drive. • Held pre -design conference with engineer regarding Blue Heron S/D, Phase 11. • Studied water main routes through proposed subdivision developments at the Three Mile Drive, Stillwater Road, and Farm to Market Road area. • Examined engineering report of upgrade to Grandview pumping station. • Attended budge request meetings with foreman and staff. • Prepared system development charges for various projects. • Responded to various citizen complaints and requests. • Attended Site Review Committee meetings. OFFICE AND STAFF There were 33 emergency call -outs for the month of January: Water Division — 12 Sewer Division 3 TSS Division — 3 Street Division - 12 WWTP - 3 Total — 33 CENTRAL GARAGE 86 Repair orders were completed during the month of January: ■ Police — 16 • Streets — 28 . Fire 10 • Garbage - 12 • Others - 20 • Total 86 • Continued regular maintenance of City vehicles and machinery. • Rebuilt all brakes on the police car. • Service call on the garbage truck -- replaced brake chamber. • Made numerous repairs on snow removal equipment and trucks. • Rebuilt grabber mounts on the garbage truck. • Repaired hydraulic valves on the garbage truck. • Replaced brake chambers and air lines on the Street Division tandem. • Repaired and. welded mold board on Galion grader. • Replaced and adjusted reach function air actuator on the garbage truck. • Replaced starter and repaired wiring on the snow blower. • Replaced air dryer on Street Division's tandem. • Rebuilt front brakes and replaced front hub and wheel bearing on. Street Division's pickup. • Rebuilt front and rear brakes on the Solid Waste Division's rear loader. • Held weekly safety meetings. SANITARY/STORM SEWER DIYISON • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of twenty-one lift stations each Friday. • Held weekly safety meetings. SOLID WASTE DIVISION • Delivered 7 containers to new customers: 1-90 gallon, 2-100 gallon, 2-400 gallon, 2-300 gallon. • Repaired 7 containers: 4 — 90 gallon, 1 --- 300 gallon, 2 -- 400 gallon and responded to 11 violations. • Continue training new operator. • Continued weekly garbage service and alley cleanup. • Continued pruning in City alleys. • Held weekly safety meetings. STREET DIVISION • General operations and maintenance of City streets and alleys. • Patched various alleys and streets throughout the City. • Hauled Christmas trees to the chipper. • Plowed City Airport and City parking lots. • Assisted the Water, Sewer, & TSS Divisions. • Cold mix patching and winter operations ongoing. • Held weekly safety meetings. WATER DIVISION WATER PRODUCTION & STORAGE: • Produced 68 M gallons of water. 15 M gallons upper zone and 53 M gallons lower zone. • Injected. 209 gallons of sodium. hypochlorite, 12% solution to maintain an average chlorine residual of 0.33 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Gathered annual testing data and submitted to State DEQ. Discussed State testing requirements with Greg Butts. • Replaced An-nory Well generator engine oil cooler. • Received shipment of 842 gallons of sodium hypochlorite. • Worked with engineering consultant, contractor, and sub -contractor on Scada reports and other items for the electrical upgrade. • Replaced engine heater at the Armory Well. • Had 100 gallons of oil waste removed from the Armory Well. • Dismantled old switch gear and checked contents for PCBs and found none. • Began painting interior of Noffsinger Spring building. WA TER CONSTRUCTION AND SYSTEM REPAIR: • Tagged 35 delinquent accounts on the East Side of Kalispell. • Meter maintenance and change out on going. • Completed 98 work orders during the month January. • Shut water main off at west end of Northridge for main extension. • Dug and replaced curb stop, box, and rod at 340 Ponderosa Street. • Attended safety meeting at the WWTP. • Assisted with the meter program. • Assisted the Street Division with snow plowing. • Repaired fire hydrant located at 51h Avenue West and Sunnyside Drive. • Dug and repaired curb box at 29 3rd Avenue East. • Held weekly safety meetings. TRAFFIC SIGNS & SIGNALS DIVISON • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Replaced numerous "Stop" signs that were hit by vehicles. • Replaced GMC back window with a window that opens for the cables on the Opticom test unit for fire pre-emption lights. • Made site visit to the new subdivisions regarding signage. Discussed with Public Works how to eliminate the problem in the future with contractors installing the signs wrong. • New base radio installed at the TSS building at shop complex. • Hung the banners in the downtown area for the Hockaday Center. • Installed new computer at TSS building for sign machine. • Cleaned and removed things from the storage building for the Police Department. They are making a secure room in this building. • Replaced burned out #14 HPS on East Center Street. • Set out counters for traffic counts on 51h Street East and 5"' Avenue East. • Replaced several faded "Stop" signs with new "Stop" signs. • Replaced one 175W MH street luminaire on Ist Avenue West -- 00 block. • Modified existing building at City Shop to provide secure evidence storage for the KPD. • Conducting striping survey. • Weekly safety meetings held. WASTEWATER TREATMENT .DIVISION • 205 Work orders were completed during the month of January. • 457 Lab tests were performed during the month of January. • 15 Loads of sludge were hauled during January. • 83,520 pounds ofbio-solids were pressed. • Permit Report for December: There were no permit violations. The total flow for the month was 80 million gallons, with an average daily flow of 2.6 million gallons. The highest daily flow on December 10"' was 3.0 million gallons. Hansz, P.E., Public W DATE: March 3, 2005 Highlights of monthly activity for the operating divisions of the Public Works Department for the month of February 2005 are as follows: ENGINEERING DIVISIDN • Conducted WWTP expansion project process design review with engineers. • Participated in two west -side bypass design review meetings with MDT and Stelling, Engineers. • Participated in staff review of requirements for proposed Cable Technologies building at City Airport. • Continued development of the FY 2005-2006 budget. • Awarded bid for WWTP clarifier rehabilitation project. • Reviewed Capital Improvement Plan and projects with Sewer Maintenance Foreman. • Met with Chuck Cassidy of School District 5 regarding the SDC's and developer extension agreement fees for the new high school. • Reviewed the water and sewer Capital Improvement Plan to verify viability of each project. • Reviewed SCADA system upgrade project within the water production foreman. • Conferred with Wayne Turner on utility access to a vacant lot at Gateway West Mall. • Conferred with RLK Hydro regarding a sewer main extension at Center and 4th Street East. • Conferred with design engineer regarding the sewage pumping station to be installed for Stillwater Bluffs (a residential development northwest of Glacier Commons subdivision). • Continued preliminary design of the Whitefish Stage Sewer Extension Project. Staff examined the preliminary draft report and calculated pipe size and grades for the Whitefish Stage Sewer Project. • Feld pre -design conference with engineer for Mountain Vista Estates. • Received preliminary information regarding Lone Pine Subdivision, Cottonwood Subdivision, and Blue Heron, Phase 11. • Recommended bid award on the Noffsinger Springs Building Lead Abatement and Window Replacement Project. ENGINEERING DIVISION continued... • Performed hydraulic analysis of LS 43 to determine capacity under different loading and development scenarios. • Conducted site visits to survey proposed storm drain lines from Central School for the 2'd Alley East sewer storm water inflow elimination project • Prepared bid package for the WWTP storage building. Bid opening was February 25'h and two bids were received. Recommended rejection of all bids. • Met with Chuck Cassidy from School District #5 and the design team for the Jr. High School remodel/addition project to discuss traffic flow around the school. • Met with utility representatives at the U-Dig board meeting to review procedures. • Coordinated the removal of two 3/4" meters and the installation of a single 1" meter for the Plaza, located at 1825 South Hwy 93. • Conducted field review around High School and 2" d Alley East to identify potential ways to simplify storm water inflow elimination project. The 2" a A11ey East project will attempt to mitigate inflows by re-routing the rain gutters from Central School directly into the storm drains. We will attempt to re -design the curb and gutter to re-route flow at the High School. • Responded to various public requests including a SDC estimate for the Kid Kare remodel at 66 Claremont and prepared system development charges for the Dollar Tree store to constructed at Mountain View Plaza, and for the Rocky Mountain Medical Offices at 35 Heritage Way • Participated in weekly site development review meetings. OFFICE AND STAFF There were 6 emergency call -outs for the month of February: Water Division — 3 Sewer Division — 1 TSS Division — Q Street Division - WWTP - 2 Total — 6 CENTRAL GARAGE 69 Repair orders were completed during the month of February: ■ Police — 14 ■ Streets — 15 • Fire — 7 ■ Garbage - 9 ■ Others - 24 • Total — 69 • Continued regular maintenance of City vehicles and machinery. • Replaced u joints, inspected, and adjusted brakes. • Replaced main suction hose on the Elgin sweeper. • Tuned up and repaired and installed hitch on the Public Works Van. • Repaired emergency power system on the Traffic Sign & Signal's boom truck. • Reinforced trailer hitch on Parks Dept. pickup. CENTRAL GARAGE continued... • Replaced all brooms, repaired elevator and left gutter broom mounts on the Tenant sweeper. • Replaced lighting processor on police vehicle. • Replaced leaking intake manifold on Sewer Division's service truck. • Replaced hydraulic motor on the Elgin sweeper. • Removed and resealed side shift hydraulic cylinder on the grader. • Rebuilt brakes on a police car. • Replaced all rear tires on tandem garbage truck. • Replaced main broom on Tennant sweeper. • Replaced foam flush valve on Seal fire truck. • Held weekly safety meetings. SANITARY/STORM SEWER DI BISON • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of twenty-six lift stations each Friday. • Held weekly safety meetings. WATER CONSTRUCTION AND SYSTEM REPAIR: • Tagged 48 delinquent accounts on the West Side of Kalispell. • .Meter maintenance and change out on going. • Completed 139 work orders during the month February. • Repaired 2" water service line at 2291 Hwy 93 South. • Repaired 3/4" corp stop leaking at the water train at 611 2"d Avenue West. • Replaced one fire hydrant at Willow Glen. • Assisted with tree pruning. • Dug and repaired valve box and curb box at Appleway and Meridian. • Held weekly safety meetings. TRAFFIC SIGNS & SIGNALS DIVISON • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Completed traffic count at 5`h Avenue East and 5th Street East. • Barricaded one lane of northbound traffic on Hwy 93 for the Water Division making repairs on a water leak. • Started sign survey in City subdivisions. • Measured some existing crosswalks and double yellow lines for future painting of epoxy painting. • Installed two new poles and signs on Woodland Avenue and Willow Glen, and one on the east side of Woodland Park. • Replaced several missing street name signs. TRAFFIC SIGNS & SIGNALS DIVISON continued... • Painted the Barb yellow by the Justice Center on South Main. • Barricaded Motor Sport's parking lot for EPA core drilling. • Installed two "25 mph" signs at California and 7"' Avenue WN for NlS traffic. • Installed three "25 mph" signs on 7'h Avenue Wh per KPD. • Closed off Nest Colorado with two "Road Closed" signs. Street Division put up jersey rails. • Barricaded for the Parks Department to remove a tree at the Justice Center on Hwy 93 South. • Weekly safety meetings held.
